Authorities prepare detailed contingency plan<\/p>\n
JAKARTA (JP): The city police and military have reportedly
\nprepared a contingency plan should security conditions take a
\nturn for the worse prior to or during the special session of the
\nPeople's Consultative Assembly (MPR).<\/p>\n
Speaking after a meeting with Assembly leaders on Monday,
\nGovernor Sutiyoso said the police and military were ready to
\nevacuate all legislators to an \"undisclosed location\" should the
\nsecurity of the MPR\/DPR building be badly breached during the
\nspecial session.<\/p>\n
\"City authorities, including the police and the military, have
\ndevised a detailed plan to allow the People's Consultative
\nAssembly to hold the special session under any possible
\nsituation,\" Sutiyoso said after the meeting.<\/p>\n
Also on hand at the meeting was city police chief Insp. Gen.
\nSofjan Jacob and Assembly Speaker Amien Rais.<\/p>\n
Sutiyoso said that the contingency plan included preparations
\nby security authorities on the possibility that the special
\nsession is held on July 20, at which date President Abdurrahman
\n\"Gus Dur\" Wahid has been rumored to issue a decree to dissolve
\nthe legislature.<\/p>\n
\"It is not a serious problem for us if the session is held
\nahead of time,\" he said.<\/p>\n
The Assembly is slated to convene a special session on August
\n1, which will likely lead to the impeachment of the President.<\/p>\n
Sutiyoso added that the city administration would also deploy
\nthousands of security guards to reinforce the authorities.<\/p>\n
Tens of thousands of supporters of the President from Central
\nand East Java are expected to pour into the capital ahead of the
\nspecial session.<\/p>\n
Sutiyoso said that the governors of provinces in Java, Bali
\nand South Sumatra were working together to limit the flow of
\npeople from the provinces into Jakarta in the next two weeks.<\/p>\n
Meanwhile, Sofjan said the police would deploy more than 5,600
\npersonnel, including those from the military, to maintain
\nsecurity and order during the special session, around the area of
\nthe MPR\/DPR building.<\/p>\n
\"The number of personnel will be doubled to 10,000 if the
\nsituation escalates and we will fight all out in the worst
\nsituation,\" he said.<\/p>\n
He warned that the two recent bombings under the Slipi and
\nMampang flyovers were acts of terror that were launched by
\ncertain sides in an attempt to create a chaotic situation on the
\neve of the special session.<\/p>\n
Jakarta Military Commander Maj. Gen. Bibit Waluyo said the
\nmilitary was ready to back up the police to maintain security and
\norder whenever the special session was held.<\/p>\n
\"The Jakarta Military, with reinforcements from the Army's
\nStrategic Reserve Command (Kostrad) and the Army's Special Forces
\n(Kopassus), will back up the police to secure Jakarta during the
\nspecial session,\" he said.<\/p>\n
Concluding the statements from the police and military chiefs,
\nAmien Rais noted that the Assembly was confident that the police,
\ntogether with the full support of the military, would be able to
\ncarry out their mission so that the special session would go
\nsmoothly.<\/p>\n
Also on Monday, the National Police Headquarters convened a
\nsecurity operations meeting, involving the provincial police
\nchiefs across the country and legislators from the Indonesian
\nMilitary\/Police faction at the House of Representatives.<\/p>\n
Thirty minutes before the meeting, National Police deputy
\nchief Comr. Gen. Chaeruddin Ismail met with outgoing National
\nPolice chief Gen. Surojo Bimantoro at the latter's home on Jl.
\nPattimura in South Jakarta.<\/p>\n
Both generals reportedly discussed security matters that
\nshould be elaborated on at the security operations meeting.<\/p>\n
After their meeting at Bimantoro's residence, the top two
\npolicemen went to the National Police Headquarters. Bimantoro
\nopened the operations meeting, and Chaerudin led the meeting.<\/p>\n
Following the drawn out tension between both generals over
\ndual leadership issues, Bimantoro and Chaeruddin seemed to be
\ncompletely at ease with each other on Monday and were on friendly
\nterms.<\/p>\n
\"We will not hesitate to take the strictest action against
\nanarchists, prior to or during the special session, particularly
\nthose who try to disrupt the special session. We will have no
\ntolerance for them,\" Chaeruddin said following the meeting.<\/p>\n
\"The possible issuance of a decree on July 20 to dissolve the
\nlegislature, the special session and other national agendas,
\nthese matters are not our main priority. Our main priority is
\npublic security, which the police plans to uphold at all costs.\"
