        "content": "<p>August set for transport council establishment<\/p>\n<p>Damar Harsanto<br>\nJakarta<\/p>\n<p>Responding to public criticism on the city's transportation <br>\npolicies, the Jakarta administration is to establish a <br>\nTransportation Council in August at the latest.<\/p>\n<p>The deadline under Bylaw No. 12\/2003 for the establishment of <br>\nthe council -- which is to accommodate public input regarding the <br>\ntransportation policies -- was this month.<\/p>\n<p>Jakarta Transportation Agency head Rustam Effendy Sidabutar <br>\nsaid a gubernatorial decree on the establishment of the council <br>\nwould soon be issued.<\/p>\n<p>\"We cannot simply form a council without good preparation, <br>\nbecause we want to have an effective council,\" he said at City <br>\nHall.<\/p>\n<p>In preparation, said Rustam, the agency had designed a <br>\nscreening process to select the 15 members of the council, which <br>\nwas to consist of transportation experts, scholars, non-<br>\ngovernmental organization (NGO) activists, police, transportation <br>\nagency officials and owners of public transportation companies.<\/p>\n<p>\"A representative of the Indonesian Consumers Foundation <br>\n(YLKI) will represent the public on the council,\" he added.<\/p>\n<p>Selection will be carried out by a joint committee supported <br>\nby the Center of Applied Psychological Studies at the University <br>\nof Indonesia.<\/p>\n<p>The selection committee -- members of which included city <br>\ncouncillors, traffic police officers, green NGOs Pelangi and <br>\nSwisscontact, and transportation experts from Trisakti University <br>\nand the University of Indonesia -- has finished drafting <br>\nselection guidelines.<\/p>\n<p>\"Governor Sutiyoso agreed today to the draft we made of the <br>\nestablishment of the council,\" Paul Butar Butar of Swisscontact <br>\nsaid on Friday, following a presentation of the guidelines to <br>\nSutiyoso.<\/p>\n<p>\"Our next task is to proceed with the implementation of the <br>\nguidelines,\" he said.<\/p>\n<p>Critics have said many transportation policies, which had been <br>\ndecided solely by the Jakarta administration, such as the three-<br>\nin-one policy, the busway and the monorail project, failed to <br>\naccommodate the hopes of residents for convenient intra-city <br>\ntravel.<\/p>\n<p>They also reprimanded the administration for not providing <br>\ntransparent reports to taxpayers on most of the high-cost <br>\ntransportation projects financed by the city budget.<\/p>",
