Attorney general's office needs through reform<\/p>\n

The National Law Commission (KHN) has branded the Attorney
\nGeneral's Office as the most secretive component of the legal
\nsystem in the country and must therefore reform to regain the
\npublic's trust.<\/p>\n
KHN secretary-general Mardjono Reksodiputro said on Tuesday
\nthat the Attorney General's Office had assigned a group of
\nexperts from the commission to help it carry out a reform
\nprogram.<\/p>\n
\"The office has expressed its willingness to undergo reform.
\nThe public must now monitor its progress and decide whether or
\nnot it has the intention to implement reform measures,\" he told a
\npress conference following a discussion, held by the KHN in
\ncooperation with the Partnership for Governance Reform.<\/p>\n
The Attorney General's Office is the last institution to have
\nbeen offered assistance by the Partnership to carry out reform
\nmeasures, after the Supreme Court and the National Police.<\/p>\n
Harkristuti Harkrisnowo, a KHN member, said the reform was
\naimed at establishing a transparent and accountable Attorney
\nGeneral's Office, one which also involves public participation.<\/p>\n
\"The reform must target the office's employees, who are
\nresistant to reform,\" she said.<\/p>\n
The reform program includes the recruitment, training and
\nmonitoring of the prosecutors, Harkristuti said.<\/p>\n
\"The office needs to implement the program seriously.
\nTherefore, transparency is a must,\" she asserted, adding that the
\nreform in the office \"will take time\".<\/p>\n
Antonius Sudjata, chairman of the National Ombudsman, said the
\noffice has so far failed to build a good relationship with the
\npublic.<\/p>\n
\"The office managed to respond to only 26 percent of the 122
\ncomplaints and reports from the public that we had forwarded to
\nthem,\" said Antonius, who is a former deputy attorney general.<\/p>\n
The complaints usually deal with the alleged misconduct or
\nmanipulation by the office's employees.<\/p>\n
He expected the office not only to reply the complaints, but
\nalso to investigate the cases.<\/p>\n
Suwarsono, the deputy attorney general of monitoring, said
\nthat the prosecutors needed to regroup to discuss the internal
\nreform agenda.<\/p>\n
\"I cannot force them to comply with the reform. I have no
\npower to do that,\" he said.<\/p>\n
Attorney General M.A. Rachman has also said that the corps of
\nprosecutors he is leading had been in the spotlight recently, as
\nthe public was not satisfied with the office's performance in
\nupholding the law.<\/p>\n
While agreeing that the office needed to act transparently and
\nindependently, Rachman said in its defense, \"A less-than-holistic
\nperspective often becomes the standard by which the performance
\nof the office is assessed.\"<\/p>\n
Rachman himself was reported to the police by the Public
\nServants' Wealth Audit Commission (KPKPN) for allegedly
\nconcealing his wealth. It remains unclear how far the police have
\ninvestigated the report.<\/p>",
