The Indonesian Toll Road Association (ATI) will hold a Focus Group\nDiscussion (FGD) on \u201cAligning the toll road infrastructure ecosystem for\nsustainable Indonesian development, as a vital role in supporting\nconnectivity and national economic growth,\u201d in Jakarta on Wednesday, 12\nAugust 2026. ATI is committed to supporting the Government\u2019s programme\nto improve the quality of public services, road safety, and the\nmodernisation of the national transport ecosystem.<\/p>\n
\u201cToll road development must ultimately deliver tangible benefits to\nthe public,\u201d said ATI Chairman Rivan A. Purwantono.<\/p>\n
The public, he continued, needs toll road services that are safe,\ncomfortable, high-quality, and reliable. For this reason, ATI and the\nGovernment continue to work in synergy to maintain the industry\u2019s\nsustainability while ensuring the public receives the best possible toll\nroad services.<\/p>\n
The toll road network currently operating in Indonesia has reached\n3,115.98 km (76 toll road sections) managed by 59 Toll Road Business\nEntities (BUJT), with accumulated investment value reaching Rp 668\ntrillion for operating sections and projected to approach Rp 1,000\ntrillion including sections in the construction and preparation stages.\nOn the other hand, the government\u2019s financing capacity is limited, so\npolicy breakthroughs and financing schemes that can encourage private\nsector participation are needed.<\/p>\n
Most of the toll road sections currently operating are still in the\nearly to middle phase of the investment return cycle, requiring sound\nfinancial structure alignment to maintain long-term business\nsustainability. This condition is further exacerbated by the prevalence\nof Over Dimension Over Loading (ODOL) vehicles, which accelerate\nphysical road damage and also endanger road users.<\/p>\n
This forum serves as a space for solution-oriented dialogue across\nstakeholders to align regulatory policies, maintain a viable investment\nclimate, including the need to promote more sustainable financing models\nby enlarging the role of private investment and improving the quality of\ntoll road services throughout Indonesia.<\/p>\n
The resulting recommendations will be submitted as strategic input\nuseful for the Government in establishing national toll road policies\nthat are fair, sustainable, and provide optimal benefits for the public\nand the acceleration of Indonesia\u2019s development.<\/p>\n
The FGD will invite key stakeholders. The event is planned to open\nwith remarks from the Coordinating Minister for Infrastructure and\nRegional Development, Agus Harimurti Yudhoyono, and the Minister of\nPublic Works, Dody Hanggodo. The interactive discussion will be\nmoderated by management expert Rhenald Kasali, featuring main speakers\nMuhammad Chatib Basri and Bambang Brodjonegoro.<\/p>\n
The forum will involve legislative representatives from Commission V\nof the House of Representatives of the Republic of Indonesia (DPR RI) as\nwell as relevant ministries and agencies. The ministerial elements\ninclude the Ministry of Public Works along with the Toll Road Regulatory\nAgency (BPJT) and the Directorate General of Highways, the Coordinating\nMinistry for Infrastructure and Regional Development, the Coordinating\nMinistry for Economic Affairs, the Ministry of Transportation, the\nMinistry of National Development Planning\/National Development Planning\nAgency (Bappenas), the Ministry of Finance, the Ministry of Law, and the\nMinistry of Investment and Downstreaming\/BKPM (Investment Coordinating\nBoard). In addition, representatives of state and oversight institutions\nwill attend, including the Traffic Corps of the Indonesian National\nPolice, the Audit Board of Indonesia (BPK), the Financial and\nDevelopment Supervisory Agency (BPKP), and the National Transportation\nSafety Committee (KNKT).<\/p>\n
The discussion will also be enriched by academics and experts,\nincluding the Institute for Economic and Social Research at the Faculty\nof Economics and Business, University of Indonesia (LPEM FEB UI), a\nProfessor of Law at the University of Indonesia (UI), a Professor of Law\nat Trisakti University, and public policy observers.<\/p>\n
Complementing this, the public and business sectors will be\nrepresented by the Indonesian Consumers Foundation (YLKI), the\nIndonesian Toll Road Association (ATI), the banking sector, and\ninvestors.<\/p>\n
Meanwhile, ATI Acting Secretary General Kristianto underlined that\nalignment of views between the Government and industry players is the\nmain pillar in formulating fair toll road financing schemes and\nregulations.<\/p>\n
