        "content": "<p>Jakarta (ANTARA) - The discourse on police reform continues alongside\nthe completion of the National Police Reform Acceleration Commission\n(KPRP)\u2019s work, which brings four agendas of recommendations for\nimprovements due to the decline in public trust towards the Bhayangkara\nCorps.<\/p>\n<p>The Ombudsman, in the last five years, has received approximately\n3,308 public complaints related to police services. This number places\nthe Indonesian National Police (Polri) in the top 10 institutions with\nthe most complaint reports.<\/p>\n<p>The Ombudsman\u2019s findings align with the National Police Commission\u2019s\n(Kompolnas) 2023 records, which noted 1,150 reports concerning the Polri\ninstitution.<\/p>\n<p>The most highlighted issues are the quality of Polri services (1,098\nreports) and 45 reports regarding abuse of authority. Meanwhile, there\nis one report of alleged corruption, four reports of discriminatory\ntreatment, and two reports of misuse of discretion.<\/p>\n<p>From the above data, the fundamental question to pose is no longer\njust what needs to be fixed, but how the oversight architecture can be\nbuilt sustainably.<\/p>\n<p>In this context, the discourse on strengthening Kompolnas, as\nrecommended by the KPRP, so that Kompolnas is not merely an\nadministrative complement but a strategic node in the design of civilian\noversight over armed apparatus, invites a deep examination.<\/p>\n<p>Civilian Oversight<\/p>\n<p>Theoretically, the concept of civilian oversight (civilian control of\narmed forces) over armed apparatus is the main foundation in a\ndemocratic state. American political expert Samuel P. Huntington, in his\nbook titled The Soldier and the State (1957), distinguishes between\nobjective civilian control and subjective civilian control.<\/p>\n<p>That expert emphasises that the first is the professionalism of the\napparatus with strong institutional oversight, while the second tends to\nplace the apparatus under the dominance of certain politics.<\/p>\n<p>In the Indonesian context, the challenge of Polri reform lies in the\nsuboptimal institutionalisation of independent, accountable, and\neffective objective civilian control.<\/p>\n<p>It is here that the position of Kompolnas becomes important. As an\ninstitution normatively mandated to provide advice and considerations to\nthe President and to oversee Polri\u2019s performance, this commission\u2019s\nfunction should truly be maximised to become a bridge between public\ninterests and the police institution.<\/p>\n<p>However, in practice, Kompolnas\u2019s authority remains limited, both in\nterms of access to information, the binding power of recommendations,\nand institutional independence. As a result, the oversight function\ncarried out by Kompolnas currently tends to be reactive and symbolic,\nnot yet touching deeper structural dimensions.<\/p>",
