        "content": "<p>The government has established adjustments to the implementation of\nofficial duties for Civil Servants (ASN) as a concrete step in\nimplementing a transformation of more efficient, adaptive, and\nperformance-based government governance.<\/p>\n<p>This policy is outlined in the Circular Letter of the Minister of\nState Apparatus Empowerment and Bureaucratic Reform (PANRB) Number 3 of\n2026 on the Implementation of Official Duties for ASN Employees in\nGovernment Agencies, which takes effect on 1 April 2026.<\/p>\n<p>Minister of PANRB Rini Widyantini explained that this adjustment\nserves as a guide for government agencies in regulating the\nimplementation of ASN official duties more flexibly while prioritising\norganisational performance.<\/p>\n<p>\u201cThrough this policy, we encourage the implementation of official\nduties that is more efficient, effective, adaptive, and digitally based,\nthereby increasing ASN productivity and the quality of public services\nsustainably,\u201d said Rini in her statement, quoted on Monday\n(6\/4\/2026).<\/p>\n<p>The adjustment to the ASN work pattern is carried out through a\ncombination of work location flexibility, namely four office workdays\n(work from office\/WFO) from Monday to Thursday and one workday from\nhome\/residence which is the ASN\u2019s domicile location (work from home\/WFH)\non Friday.<\/p>\n<p>Nevertheless, Rini emphasised that this policy does not change the\nprovisions for workdays and hours for ASN, but rather an adjustment to\nthe work method that remains oriented towards performance\nachievements.<\/p>\n<p>\u201cWork flexibility must still align with performance target\nachievements. The main focus remains on output and outcomes, not on the\nwork location,\u201d she stressed.<\/p>\n<p>Employee Proportion Arrangements<\/p>\n<p>In its implementation, Rini explained that Personnel Development\nOfficials (PPK)\/Heads of Government Agencies in each agency are given\nthe authority to regulate the proportion of employees and the mechanism\nfor implementing official duties according to the characteristics of\ntasks and services.<\/p>\n<p>The government also emphasised that this adjustment must not disrupt\ngovernment operations and the quality of public services. Therefore,\nagencies are required to ensure that essential services remain available\nand accessible to the public.<\/p>\n<p>\u201cHealth, security, cleanliness, population, and emergency services\nmust continue to operate optimally, including ensuring services that are\nfriendly to vulnerable groups,\u201d explained Rini.<\/p>\n<p>In addition to work pattern arrangements, the government is also\nencouraging efficiency measures in agency operations, including\nrestrictions on official travel, optimisation of online meetings,\nreduction in the use of official vehicles, and more prudent use of\noffice energy.<\/p>\n<p>The application of digital technology and information systems is also\nkey in supporting the effectiveness of this policy\u2019s implementation,\nincluding aspects of attendance and ASN performance reporting.<\/p>\n<p>\u201cTo ensure optimal implementation, each agency is required to conduct\nperiodic monitoring and evaluation of organisational performance\nachievements, energy efficiency, and public service quality,\u201d stated\nRini.<\/p>\n<p>In particular, the results of this evaluation must be submitted to\nthe Minister of PANRB, and for local governments also to the Minister of\nHome Affairs, at the latest on the 4th of the following month.<\/p>\n<p>Additionally, further technical guidelines for ASN in local\ngovernment environments will be established by the Minister of Home\nAffairs to ensure alignment of policy implementation at central and\nlocal levels.<\/p>\n<p>Public Services Must Not Be Disrupted<\/p>\n<p>House of Representatives Speaker Puan Maharani highlighted the\ngovernment\u2019s policy of setting work from home (WFH) every Friday for ASN\nas an effort to save Fuel Oil (BBM) amid the Middle East conflict.\nRegarding this policy, Puan emphasised the importance of maintaining\npublic service productivity.<\/p>\n<p>\u201cASN WFH is not just about flexibility, but about whether the state\nstill works when the office is not full. ASN work flexibility will be\njudged by whether the state serves the people quickly or not,\u201d said\nPuan, quoted from the DPR website, on Monday (6\/4\/2026).<\/p>\n<p>She understands that this ASN WFH policy is one of eight national\nwork culture transformations as an adaptive and preventive step,\nespecially in responding to global geopolitical dynamics. The government\nstated that the policy has been calculated based on post-COVID-19\nhandling experience.<\/p>\n<p>The government stated that the WFH policy aims to encourage the\nimplementation of a digital-based work system while increasing\nefficiency. Puan assessed that the WFH policy for civil servants every\nFriday will be directly tested by one measure that is most easily felt\nby the public.<\/p>\n<p>\u201cWhether public services continue to run at the same speed when the\nbureaucratic work pattern changes,\u201d she said.<\/p>\n<p>According to her, Friday was chosen as the WFH implementation day,\nalthough some local governments decided to implement it on another day,\nbecause the workload on Friday is considered not as heavy as on other\ndays.<\/p>\n<p>\u201cOf course, the DPR supports the government\u2019s efforts for\neffectiveness and adaptability.
