        "content": "<p>Jakarta (ANTARA) - The Association of Southeast Asian Nations (ASEAN)\nhas welcomed the Asian Development Bank\u2019s (ADB) proposal to establish a\nspecial facility for ASEAN valued at US$30 billion (Rp512.6 trillion)\nfor the years 2026-2030. According to a joint statement from the 13th\nASEAN Finance Ministers\u2019 and Central Bank Governors\u2019 Meeting (13th\nAFMGM) on Saturday, the facility is intended to support the\nimplementation of the ASEAN Financial Sector Plan 2026-2030 and the\nASEAN Community Vision (ACV) 2045 for a \u201cResilient, Innovative, Dynamic,\nand People-Centred ASEAN\u201d. In addition to supporting the ASEAN Community\nVision 2045, the facility will also be used to build a prosperous,\ninclusive, and sustainable ASEAN, with a focus on sustainability,\ndigital transformation, and regional resilience in the face of\ngeopolitical challenges, pandemics, and disasters. \u201cWe underscore that\naccess to this facility will be led by member countries and aligned with\neach member country\u2019s national development plans, debt sustainability\nframeworks, and public financial management systems, and will avoid\ncreating undue debt vulnerabilities,\u201d the statement quoted. Furthermore,\nthe statement mentioned that the ASEAN Infrastructure Fund (AIF) will\nmobilise more resources to meet the region\u2019s infrastructure development\nneeds through strong lending channels in 2026-2030, covering 30 regional\nprojects worth US$19.4 billion (Rp331.5 trillion). \u201cWe also welcome the\nlaunch of the Regional Connectivity Fund (RCF) for Energy to support\nproject preparation for the ASEAN Power Grid (APG) and the engagement of\nthe Asian Infrastructure Investment Bank (AIIB) to further enhance the\nvisibility of the AIF and partnerships with donors and other\nmultilateral development banks,\u201d according to the statement. On 7 April\n2026, ADB launched the RCF for Energy in Southeast Asia to finance\npreparatory work for key projects in energy infrastructure and\ncross-border transmission within ASEAN to achieve a fully integrated\nASEAN Power Grid operation by 2045. The RCF will accelerate project\npreparation by providing technical assistance and project readiness\nfinancing grants to support energy infrastructure projects, including\nfeasibility studies, engineering design, financial structuring, and\nsafeguards assessments. The fund, managed by ADB, will also finance\nactivities related to policy advisory, regulatory improvements, capacity\nbuilding, and knowledge sharing to enhance the enabling environment for\nthe ASEAN Power Grid.
