But dialog<br>\nwithout any set program and as an end in itself seems more like<br>\nan opportunity to golf than anything else.<\/p>\n<p>If ASEAN is to deal with the challenges of the next few years,<br>\nit must do something about some overriding issues, including<br>\nNorth Korean non-proliferation, Chinese expansionism and the new<br>\n\"observer,\" Myanmar.<\/p>\n<p>Myanmar, now being wooed, is presently locking up<br>\ndemocratically elected officials and torturing foreigners. When<br>\nthings got rough in the Taiwan Strait, ASEAN members knew all too<br>\nwell that their security depended on the U.S. presence in the<br>\nregion. North Korean nuclear weapons programs seem to be out of<br>\nASEAN's line of sight. Security in Southeast Asia depends on how<br>\nthese issues are handled. Enough dialog.
