ASEAN members should have extradition pact<\/p>\n
JAKARTA (JP): Indonesia urged other members of the Association
\nof Southeast Asian Nations (ASEAN) yesterday to adopt extradition
\nagreements to help control trans-national crime in the region.<\/p>\n
When opening the 15th ASEAN Police (ASEANAPOL) conference,
\nIndonesian Armed Forces Chief Gen. Feisal Tanjung stressed that
\nit was urgent for all six member countries to have the
\nagreements.<\/p>\n
\"I wish to call the attention of ASEANAPOL members to the
\nimportance of making arrangements for immediate extradition
\nagreements,\" Feisal said.<\/p>\n
The agreements, he said, would be in line with the joint
\ncommunique on the extradition and handing over of criminals and
\nfugitives in last year's conference in Thailand.<\/p>\n
So far, Indonesia has extradition agreements with Malaysia,
\nThailand, the Philippines and Australia.<\/p>\n
ASEAN groups Indonesia, Singapore, Malaysia, Thailand, the
\nPhilippines and Brunei.<\/p>\n
The annual four-day conference has brought together ASEAN's
\npolice chiefs to discuss common policies and strategies to combat
\ncrime in one of the world's fastest growing regions.<\/p>\n
Vietnam, which is scheduled to join ASEAN this year, has sent
\nobservers to the conference.<\/p>\n
Meanwhile, Indonesian Police Chief Gen. Banurusman
\nAstrosemitro said that extradition is not on the top of the
\nagenda of this year's conference.<\/p>\n
Issues related to extradition arrangements had been discussed
\nin last year's gathering in the Thai city of Phuket last year, he
\nsaid.<\/p>\n
\"Furthermore, extradition should be tackled with other
\nministries, such as the ministry of foreign affairs and the
\nministry of justice,\" he said.<\/p>\n
High on the agenda are illicit drug trafficking, fraudulent
\ntravel documents, mutual assistance in criminal matters,
\ncommercial crime, product counterfeiting and piracy.<\/p>\n
Piracy<\/p>\n
Feisal said ASEAN should pay serious attention to organized
\ncrime in the region and exchange information to facilitate
\ninvestigations.<\/p>\n
\"This exchange of information will be a great advantage to
\nthose combating smuggling and international white-collar crime,\"
\nhe added.<\/p>\n
Indonesia also suggested that ASEANAPOL step up the fight
\nagainst the piracy of intellectual property rights, ship piracy
\nand phantom ship fraud.<\/p>\n
According to Feisal, one of ASEANAPOL's biggest jobs is to
\nensure political, economic, cultural stability while securing
\neconomic growth in the region.<\/p>\n
ASEANAPOL was established in 1980 in Manila, where the first
