Widodo, emphasised that Regional Development Banks (BPD) must\ntransform into the primary force in managing regional economies, in line\nwith the dynamics of fiscal policies and pressures on Transfers to\nRegions (TKD).<\/p>\n<p>This was stated at the Asian Post Best Regional Champion Forum 2026\nheld in Solo on Thursday, 16 April 2026. \u201cIn the future, the strength of\nthe regional economy will not only be determined by the Regional Budget\n(APBD), but also by how effectively BPD can manage, mobilise, and\naccelerate the flow of funds in the region,\u201d Agus said.<\/p>\n<p>BPD Must Level Up<\/p>\n<p>In his speech, Agus stressed that the role of BPD can no longer be\nlimited to passive financial intermediation institutions.<\/p>\n<p>\u201cBPD must not merely serve as a parking place for regional government\nfunds. BPD must level up to become orchestrators of regional financial\nmanagement, guardians of liquidity stability, and accelerators of\nregional economic growth,\u201d he asserted.<\/p>\n<p>According to him, regional cash transfer policies have strategic\nimplications for liquidity, development capacity, and the sustainability\nof regional economic growth.<\/p>\n<p>Fiscal Challenges as Momentum<\/p>\n<p>Agus also highlighted the pressures on TKD in the State Budget\n(APBN), which could narrow fiscal space for regions, squeeze development\nspending, and impact local economic activities.<\/p>\n<p>Nevertheless, he views this situation as a strategic opportunity for\nBPD to take on a larger role.<\/p>\n<p>\u201cThese challenges are actually a momentum for BPD to optimise\nregional fund management, strengthen intermediation to productive\nsectors, and build a more integrated regional economic ecosystem,\u201d he\nexplained.<\/p>\n<p>Three Strategic Directions for Strengthening BPD<\/p>\n<p>At the forum attended by the Director General of Regional Financial\nDevelopment from the Ministry of Home Affairs, Agus Fatoni; Chair of the\nAssociation of Government-Owned People\u2019s Economic Banks (PERBAMIDA),\nSofia Nurkrisnajati Atmaja; as well as managing directors and directors\nof BPDs across Indonesia, Agus also outlined three main focuses for\nstrengthening BPD moving forward, namely:<\/p>\n<ul>\n<li><p>Strengthening governance and risk management to enhance\ncredibility and public trust<\/p><\/li>\n<li><p>Digital and operational transformation to improve efficiency and\nservice quality<\/p><\/li>\n<li><p>Strengthening roles in the regional ecosystem, including support\nfor MSMEs and productive sectors<\/p><\/li>\n<\/ul>\n<p>BPD as a Solution for Regional Economies<\/p>\n<p>Agus emphasised that amid fiscal limitations, BPD holds a strategic\nposition as a solution in supporting regional development. \u201cIn the midst\nof fiscal constraints, BPD is the solution, not just a complement,\u201d he\nsaid.<\/p>\n<p>He also expressed appreciation to Infobank Media Group for organising\nthe forum, which is seen as consistently driving improvements in the\nquality of the regional banking industry.<\/p>\n<p>Encouraging Synergy for Strengthening Regional Economies<\/p>\n<p>Through this forum, Asbanda hopes to create stronger synergies\nbetween the central government, regional governments, regulators, and\nthe regional banking industry in strengthening the role of BPD.<\/p>\n<p>\u201cWe are optimistic that BPD will increasingly be able to become\nstrategic partners for regional governments, guardians of regional\nfinancial stability, and engines of sustainable economic growth,\u201d Agus\nconcluded.<\/p>",
