        "content": "<p>Jakarta (ANTARA) - The Indonesian Street Vendors\u2019 Association (APKLI)\nhas called on Jakarta Governor Pramono Anung Wibowo not to rush the\nissuance of a Governor\u2019s Regulation (Pergub) as the implementing rule\nfor Regional Regulation No.\u00a07 of 2025 on Smoke-Free Zones (Perda KTR) in\nDKI Jakarta.<\/p>\n<p>According to APKLI chairman Ali Mahsun, provisions in the Jakarta\nsmoke-free zone bylaw governing the prohibition of cigarette displays\nwill remain a distinct burden for traders.<\/p>\n<p>\u201cWith the enactment of the Jakarta smoke-free zone bylaw,\nneighbourhood shops and street vendors will not simply stop displaying\ncigarettes at their stalls overnight,\u201d Ali said in Jakarta on\nTuesday.<\/p>\n<p>He said traders need time to make adjustments, and displaying\nproducts for sale is a form of support for micro, small and medium\nenterprises (MSMEs). \u201cThe governor\u2019s regulation must not alter that\nsubstance by introducing sanctions,\u201d he said.<\/p>\n<p>Ali expressed hope that Pramono would remain consistent with his\nstatement that the Jakarta smoke-free zone bylaw must not disrupt the\nMSME economy.<\/p>\n<p>Ali stressed that if the governor\u2019s regulation issued as the\ntechnical rule for the bylaw were to introduce sanctions on cigarette\ndisplays, it would contradict the commitment that has been publicly\ncommunicated.<\/p>\n<p>He argued that imposing sanctions on display prohibitions would\ndirectly affect the livelihoods of some 1.1 million small traders in\nJakarta.<\/p>\n<p>\u201cThere are 1.1 million small traders, neighbourhood shops, hawkers,\nstreet vendors and other MSMEs affected by these prohibitions. This\nregulation clearly impacts the income of ordinary people who have long\nbeen the backbone of the local economy,\u201d Ali said.<\/p>\n<p>Ali also noted that the issue of banning cigarette sales, displays\nand advertising is inseparable from the global anti-tobacco\nmovement.<\/p>\n<p>He said the movement frequently pushes anti-tobacco policies based\nsolely on health statistics without considering the economic impact on\nordinary people.<\/p>\n<p>The current economic conditions of the populace are sluggish, he\nsaid, compounded by purchasing power that has yet to recover and global\neconomic pressures.<\/p>\n<p>If forced through now, there are fears that new abuses could emerge\non the ground. \u201cTechnical rules could be exploited by unscrupulous\nindividuals to extort MSME operators,\u201d Ali warned.<\/p>\n<p>Regarding future implementation, Ali called on the DKI Jakarta\nprovincial government and the Jakarta Regional Legislative Council\n(DPRD) to involve all components of the tobacco ecosystem in drafting\nthe technical rules and the socialisation process.<\/p>",
