        "content": "<p>The Indonesian Employers\u2019 Association (Apindo) is finalising the\npreparation of 12 strategic guidelines aimed at employers and workers as\na mitigation effort for layoffs (PHK). This step is taken to create\nclear standard procedures in facing challenging economic dynamics.\nDeputy Chairman for Employment of the Apindo National Leadership Board\n(DPN), Darwoto, stated that these guidelines are designed to provide\nprotection and a sense of security for both parties involved in\nindustrial relations. \u201cWe are preparing how to anticipate the mitigation\nof possible layoffs,\u201d Darwoto said in Jakarta, Tuesday (23\/6). Darwoto\nexplained that layoffs should be the last resort. In the 12 guidelines\nbeing drafted, there are a number of crucial stages that companies must\ngo through before deciding to dismiss employees. These conditions\ninclude objective indicators such as a significant decline in orders.\nAccording to Darwoto, employers are only permitted to make layoff\ndecisions if all conditions in the guidelines have been met and the\ncompany is deemed no longer financially salvageable. \u201cNow, from a\nbusiness perspective, layoffs are actually a normal thing,\u201d Darwoto\nsaid. Besides serving as an internal guide for business actors, Apindo\nhopes these guidelines can become a reference for the government in\nproviding intervention. When the indicators in the guidelines are met,\nit is hoped the government can promptly channel stimulus to help\ncompanies weather the crisis period. \u201cWhen the level or guidelines have\nbeen fulfilled, it is hoped the government can assist companies through\nstimulus when a crisis occurs,\u201d he added. These guidelines are expected\nto minimise the social impact of layoffs. Although in the business world\nlayoffs are often considered a logical consequence, Apindo emphasises\nthe importance of a transparent and measurable process to maintain the\nstability of the investment climate and worker welfare. As of now, the\nguidelines are still in the finalisation stage by the Apindo DPN before\nbeing widely disseminated to its members throughout Indonesia.<\/p>",
