        "content": "<p>APEC shows strong support to counter terror<\/p>\n<p>Agencies, Shanghai<\/p>\n<p>Pacific Rim economies appear set to issue a strong condemnation<br>\nof terrorism in support of the United States over the Sept. 11<br>\nattacks, despite sharp criticism from Malaysia of U.S.-led<br>\nstrikes on Afghanistan.<\/p>\n<p>Asia Pacific Economic Cooperation ministers in Shanghai, also<br>\ndebating measures to boost the slumping global economy, are<br>\nexpected to urge the launch of new global trade talks, but have<br>\nshown little sign of breaking any new ground -- even as the World<br>\nBank issued a dire forecast on the global outlook.<\/p>\n<p>\"I have a very firm sense from this discussion that there's a<br>\nstrong spirit of self-determination to counter the act of<br>\nterrorism,\" U.S. Trade Representative Robert Zoellick told<br>\nreporters on Wednesday.<\/p>\n<p>\"There were some very nice statements of support for the<br>\nUnited States in terms of the attacks of September 11,\" he said.<\/p>\n<p>U.S. Secretary of State Colin Powell arrived late on Wednesday<br>\nto seek support for the war on terrorism -- followed by President<br>\nGeorge W. Bush on Thursday.<\/p>\n<p>The counter terrorism statement would be the first major<br>\npolitical declaration in the history of APEC, which represents<br>\nalmost half the world's trade and 60 percent of global output and<br>\nusually focuses on economic issues.<\/p>\n<p>Malaysian Trade Minister Rafidah Aziz said the roots of<br>\nterrorism, including the Palestinian question, need to be<br>\naddressed before the problem can be solved.<\/p>\n<p>\"You sort of wipe off one generation of terrorist, a new<br>\ngeneration emerges,\" Rafidah said. \"Anybody can become a<br>\nterrorist if they have enough reason to become suicidal and<br>\npursue their aims.\"<\/p>\n<p>Malaysian Prime Minister Mahathir Mohamad has said previously<br>\nhis nation supports the U.S.-led anti-terrorism coalition, but<br>\nthat the strikes on Afghanistan should stop because they will not<br>\ndestroy the terrorists and will harm innocent people.<\/p>",
