        "content": "<p>On the occasion of Eid al-Adha 1447 Hijriah falling on 27 May 2026,\nPresident Prabowo Subianto distributed 1,098 cattle funded by the state\nbudget (APBN) through the Presidential Social Assistance Budget\n(Banmapres). The total allocation for procuring thousands of cattle\namounted to Rp100 billion.<\/p>\n<p>The qurban cattle distribution reached 38 provinces and 514\nregencies\/cities. Specifically, 598 cattle were distributed directly to\nprovincial and regency levels, while the remaining 500 were channelled\nthrough Islamic community organisations, Islamic boarding schools\n(pesantren), and religious leaders across various regions.<\/p>\n<p>Additionally, President Prabowo Subianto\u2019s qurban programme is\ndesigned to support local livestock farmers. All premium-quality cattle\nwere purchased directly from 525 local breeders nationwide,\nsignificantly boosting the rural livestock economy.<\/p>\n<p>The programme\u2019s nationwide reach aims to address regional disparities\nin qurban distribution, as highlighted by the Institute for Development\nof Economics and Finance (INDEF) and the Institute for Demographic and\nAffluence Studies (IDEAS).<\/p>\n<p>Both institutions reported that the 2026 qurban economic transaction\nvalue reached Rp26.89 trillion, with Rp21.42 trillion (79.67%)\nconcentrated in Java.<\/p>\n<p>IDEAS also noted that out of Indonesia\u2019s 514 regencies\/cities, 163\nare classified as severely deficient with distribution sufficiency below\n20%. Additionally, 107 areas are highly deficient and 73 are deficient\nwith sufficiency between 50-80%. Thus, approximately 343\nregencies\/cities remain below the 80% sufficiency threshold.<\/p>\n<p>APBN Support<\/p>\n<p>The Presidential Social Assistance Budget (Banmapres) has a solid\nlegal foundation in the 2026 State Budget Law (UU APBN 2026). Firstly,\nthe preamble of the 2026 APBN Law states that the state budget is\ndirected towards fulfilling basic citizen needs and public services\nthrough three main functions: allocation, distribution, and\nstabilization.<\/p>\n<p>In the context of the Banmapres qurban programme, the allocation\nfunction channels APBN to absorb premium cattle from local breeders and\nconvert them into high-impact social assistance. The distribution\nfunction serves as an instrument for equitable wealth redistribution,\nensuring nutrition and festive joy reach remote areas previously\nunderserved. The stabilization function acts as a social buffer to\nmaintain economic and psychological stability among grassroots\ncommunities during religious celebrations.<\/p>\n<p>Secondly, Article 8(1) of the 2026 APBN Law stipulates that the\nCentral Government Expenditure (BPP) is allocated at Rp3.14973 trillion.\nBreaking it down, the BPP consists of Ministry\/Agency Expenditure\n(Rp1.51055 trillion) and Non-Ministry\/Agency Expenditure (Rp1.63918\ntrillion).<\/p>\n<p>Further, Non-Ministry\/Agency Expenditure is divided into: (i) Debt\nManagement (Rp599.44 trillion); (ii) State Grants (Rp350.61 billion);\n(iii) Subsidies (Rp318.88 trillion); (iv) Other Expenditure Management\n(Rp526.55 trillion); and (v) Special Transaction Management (Rp193.95\ntrillion).<\/p>\n<p>It is important to note that the Other Expenditure Management\nprogramme under the 2026 APBN, allocated Rp526.55 trillion, is used for:\n(i) emergency response activities; (ii) fiscal risk mitigation; (iii)\nfood security support; (iv) urgent needs; and (v) government obligation\npayments. Additionally, it covers programmed expenditures such as the\nPresidential\/Vice-Presidential Social Assistance (Banmapres) in\ncommunity, religious, educational, social, or other activities.<\/p>\n<p>Thus, the 2026 APBN has allocated Rp100 billion for the Presidential\nQurban programme under Banmapres\u2019 religious sector. As the 2026 APBN has\nbeen approved by the DPR RI, its implementation is legally valid.<\/p>\n<p>Thirdly, Article 8(3) of the 2026 APBN Law mandates that Central\nGovernment Expenditure must focus on tangible outputs and outcomes to\nimprove public welfare, while Article 8(4) requires prioritising\ndomestic production and incorporating domestic component levels as per\nregulations.<\/p>\n<p>The presidential qurban programme aligns with Articles 8(3) and (4)\nof the 2026 APBN Law, focusing on outputs and outcomes that enhance\npublic welfare and using domestically produced goods. The 1,098 cattle\nare sourced from local breeders, benefiting local farmers and supporting\nsustainable livestock farming. The sacrificial meat is then distributed\nto communities across all 514 regencies\/cities and 38 provinces\nnationwide.<\/p>\n<p>Sustainability Programme<\/p>\n<p>President Prabowo\u2019s qurban initiative through Banmapres continues the\nlegacy of previous administrations. During President Susilo Bambang\nYudhoyono\u2019s (SBY) era, jumbo cattle were consistently distributed to\nIstiqlal Mosque and other regions. Under President Joko Widodo (Jokowi),\nthe programme expanded to 38 provinces, with each receiving one jumbo\nbull purchased from local breeders in their respective provinces.<\/p>\n<p>In President Prabowo Subianto\u2019s administration, the presidential\nqurban programme has significantly expanded its reach to cover all\nregencies and cities nationwide. Additionally, the distribution includes\nregional religious institutions.<\/p>",
