Apartment project protested<\/p>\n
JAKARTA (JP): About 15 residents of Bendungan Hilir
\nsubdistrict in Central Jakarta filed a complaint yesterday with
\nthe City Council over PT Sari Lembah Hijau's development of the
\nPark Royale apartment complex.<\/p>\n
The residents protested the city administration's decision to
\nissue a permit for the apartment's block plan, which is not in
\nline with city planning.<\/p>\n
Rio Tambunan, one of the residents, told members of the City
\nCouncil's Commission D, which oversees development affairs, that
\nthe developers plan a road 12 meters in width, while the city
\nadministration had only planned for five meters.<\/p>\n
\"We are worried that in the future the city administration
\nwill recognize and approve the developer's plan and appropriate
\nland about nine meters into our land,\" said Rio, a former head of
\nthe city planing agency.<\/p>\n
He explained that according to the developer's plan, the
\ndistance from the residents' land to the apartments should be 18
\nmeters while currently it is only nine meters.<\/p>\n
Rio said that it is wrong to change city planning to suit the
\ndeveloper's interests. \"This is the reality as the city
\nadministration tends to adjust city planning to each developer's
\nprojects,\" he said.<\/p>\n
The residents who filed the complaint claimed to represent 82
\nfamilies who live adjacent to the project, which is not due to be
\ncompleted until 1997.<\/p>\n
The developer is building the third tower of the Park Royale
\nluxury apartments on Jl. Gatot Subroto.<\/p>\n
Head of the commission Bandjar Marpaung said that the
\ncommission has checked the matter with the city administration
\nand found out that the developer has met all the official
\nrequirements.<\/p>\n
\"The developer has all the permits required, including one
\nfrom the city public works agency to build a fence on the Ciragil
\nriver and a land appropriation permit,\" Bandjar said.<\/p>\n
Meanwhile, Rio said that it is important to review the city's
\ndecisions. \"Is it right to sacrifice us for the interest of a big
\nbusiness,\" he asked.<\/p>\n
The residents have also complained about the air and noise
\npollution from construction work to the governor as well as the
\ncity development supervision agency.<\/p>\n
The company noisily carries on construction work 24 hours a
\nday, while the piling work shakes the houses nearby.<\/p>\n
The residents are also worried about the possibility of an
\naccident because the arm of the project's giant crane is
\noperating above a residential area.<\/p>\n
In addition, since the project began, wells in the area have
\nbeen drying up and the quality of the water has deteriorated so
\nmuch so that it can no longer be used.<\/p>\n
The residents are also complaining about both the quantity and
\nquality of water supplied by PAM Jaya, the city-owned water
\ncompany. The developer provided PAM with water to alleviate the
