Jakarta (ANTARA) - The Chief Executive of the State News Agency\nANTARA, Benny Siga Butarbutar, equipped the ranks of the Directorate\nGeneral of Immigration with communication strategies in the disruption\nera to build institutional legitimacy and resilience.<\/p>\n
\u201cCurrently, the government is engaged in a struggle to reconvince a\nchanging society. That is the service, communication, and ease that must\nbe done quickly,\u201d he said while serving as a speaker at the Immigration\nPublic Relations Gathering 2026 in Cibubur, East Jakarta, on\nWednesday.<\/p>\n
Thus, Benny stated, transformation in the field of communication\nbecomes important to restore public trust.<\/p>\n
According to him, the Directorate General of Immigration is a symbol\nof Indonesian service and bureaucracy because this agency not only\nprovides services to the domestic population but also to foreign\nnationals (WNA).<\/p>\n
Therefore, Benny reminded that the image and reputation of Indonesian\nImmigration must be built and maintained sustainably for the public\ninterest and Indonesia\u2019s image in the global eye.<\/p>\n
Meanwhile, in his presentation, the ANTARA CEO discussed the global\nsituation\u2019s shift from the Volatility, Uncertainty, Complexity,\nAmbiguity (VUCA) era to the Brittle, Anxious, Nonlinear,\nIncomprehensible (BANI) era.<\/p>\n
He explained that in the VUCA era, the world is viewed as a place of\nrapid change, difficult to predict, and full of uncertainty. This was\ndeveloped by the US military during the Cold War.<\/p>\n
Meanwhile, in the current BANI era, the world is seen as more\nfragile, unpredictable with usual patterns, increasingly uncertain\nchanges, and compounded by a society gripped by high anxiety.<\/p>\n
Benny emphasised that this condition must be addressed by building\nresilience, one of which is through transformative communication\nstrategies.<\/p>\n
Narrative Command<\/p>\n
One of the communication strategies emphasised by Benny on that\noccasion was the transformation from a bureaucratic approach to public\nresponsiveness. In this context, he reminded that public relations is\nthe narrative command centre.<\/p>\n
The strategic communication framework includes transforming public\nrelations culture, building empathetic communication, understanding\nmedia relations, and implementing social listening through media\nmonitoring.<\/p>\n
According to him, public relations in the disruption era needs to\ntransform from merely waiting for directives to reading situations, from\nresponding to managing expectations, and from clarifying to building\ntrust.<\/p>\n
\u201cPublic relations here must be proactive,\u201d he said.<\/p>\n
The Immigration Public Relations Gathering is an annual event held by\nthe Public Communication Function of the Directorate General of\nImmigration.
