Surabaya Zoo (KBS) is not just a collection of enclosures, visitor\npathways, and animal exhibits, but a conservation space that also\ncarries the name of the city of Surabaya.<\/p>\n
Therefore, when its governance is evaluated, what is truly being\ntested is not only the ability of a regional enterprise to manage money,\nbut also the government\u2019s ability to ensure that a conservation\ninstitution operates to trustworthy standards.<\/p>\n
The Surabaya city government is now preparing a series of corrective\nmeasures. Internal evaluations are conducted periodically, independent\nauditors will be engaged, the organisational structure will be reviewed,\nand oversight mechanisms will be strengthened to cover the medical and\nnutritional aspects of animal care.<\/p>\n
The city government is also emphasising integrity, managerial\ncompetence, understanding of good corporate governance, and track record\nin the selection of directors and supervisory boards.<\/p>\n
These measures are becoming increasingly relevant because KBS faces\ntwo inseparable demands. On one hand, it must be managed as a sound and\naccountable regional public company (Perumda). On the other, KBS holds a\nmandate for conservation, education, research, and recreation.<\/p>\n
Surabaya City Regional Regulation Number 3 of 2026 even affirms KBS\nas a regionally owned enterprise with objectives that include ex-situ\nwildlife conservation, education, research, recreation, and contribution\nto regional revenue.<\/p>\n
This is where governance evaluation becomes important. Revenue and\ndividends remain necessary, but they are not sufficient to conclude that\nKBS has been well managed.<\/p>\n
The measure of success must be broadened from financial reports to\ninclude animal welfare, service quality, conservation sustainability,\ncompliance, transparency, and public trust.<\/p>\n
All this time, the performance indicators of regional enterprises\nhave easily fallen into the trap of the most visible metric, one of\nwhich is revenue.<\/p>\n
However, the character of KBS differs from that of ordinary\ncompanies. Animals are not ordinary commodities that can be counted\nsolely by economic value. Their welfare is part of the management\u2019s\nprimary obligation.<\/p>\n
The Surabaya city government has itself stressed that the evaluation\nof KBS must not stop at dividend achievements.
