Usman Hamid, Executive Director of Amnesty International Indonesia, has emphasised that the Attorney General holds the highest authority in deciding the judicial jurisdiction for the acid attack case against KontraS activist Andrie Yunus. This comes in response to the TNI's Military Police Centre (Puspom) planning to examine Andrie by contacting the Witness and Victim Protection Agency (LPSK), with Hamid advising Puspom to first seek clarification from the Chief Justice. He noted that in cases of jurisdictional disputes between general and military courts, the Attorney General, Minister of Defence, and Minister of Law and Human Rights must decide jointly, underscoring the AG's paramount role, especially given high-level military involvement.

JAKARTA - Executive Director of Amnesty International Indonesia,
Usman Hamid, has stressed that the Attorney General possesses the
highest authority in determining the judicial jurisdiction in the case
of the acid attack on KontraS activist Andrie Yunus.

This statement was made in response to the TNI’s Military Police
Centre (Puspom) planning to examine Andrie by writing to the Witness and
Victim Protection Agency (LPSK).

“It would be better for Puspom to write to the Chief Justice to first
obtain clarity on whether the military judicial process is indeed the
way to handle Andrie’s case or whether it should be the general court,”
he said when met at the Kamisan Action in front of the Merdeka Palace,
Central Jakarta, on Thursday (2/4/2026).

“And if there is a dispute between the authority of the general court
and the military court, the law actually requires it to be decided
jointly by the Minister of Defence and the Minister of Law and Human
Rights,” he added.

However, if no agreement is reached at the ministerial level, the
authority to determine lies with the Attorney General.

He further added that the Attorney General’s role remains primary if
both general and military judicial processes proceed simultaneously.

“If proceedings are underway in the general court and a military
court is also held, then it is the Attorney General, the Minister of
Defence, and the Minister of Law and Human Rights who decide together.
The Attorney General has the most authority,” he emphasised.

“The resignation or handing over of the position of the Head of BAIS
indicates that responsibility in this case reaches the highest general
level. If involvement goes to the top level, then the military court
cannot ‘examine its own back’,” he added.
",
