Gerindra MP Andre Rosiade proposed elevating Indonesia's Hajj services from category D to C-Plus, citing improvements in accommodation, catering, and transport. He suggested long-term hotel contracts to reduce costs and reinvest savings into upgrading facilities in the Armuzna region, aligning with President Prabowo's ministry reforms.

Andre proposed the upgrade during a working meeting between the DPR
RI’s Hajj Oversight Team and the Amirul Hajj at Al-Qimmah Hall in Makkah
on Sunday, 24 May 2026. The proposal came after Andre personally
monitored Indonesia’s Hajj services this year.

“Firstly, overall, from departure up to today, we appreciate that the
services have significantly improved compared to previous years. This is
a key point we must highlight. Since the pilgrims began their journey
until now, Alhamdulillah, and this deserves recognition,” Andre
said.

He noted that this year’s Hajj services showed improvements over last
year. The Gerindra politician credited President Prabowo’s establishment
of the Ministry of Hajj and Umrah for driving these service
enhancements.

Accommodation and Catering for Hajj Pilgrims

Andre also praised the accommodation services, noting that even
regular pilgrims were staying in five-star hotels. “In Madinah, it was
remarkable. The leadership reported that 8,507 of our pilgrims are
staying in five-star hotels, with the furthest being just 700 metres
away. This deserves recognition,” he said.

Andre highlighted a reduction of four riyals in catering costs
compared to 2025, while maintaining high food quality. “The catering
price has dropped by four riyals, yet the quality is significantly
better than last year,” he added.

Andre also noted improvements in flight transportation and
accommodation, particularly in the Al-Hidayah area, previously
considered distant from the Grand Mosque. He stated the government has
concrete solutions in place.

“Regarding the residential area, Minister and Deputy Minister,
although Al-Hidayah is indeed far, I see that the DPR and Ministry of
Hajj have a solution. Buses now run directly, reducing travel time to
the Grand Mosque to just 20 minutes,” Andre said.

“Additionally, the terminal is located at Jabal Kabah, just 20 metres
from the Grand Mosque, which deserves appreciation as the government has
found a solution,” he added.

Proposal for Long-Term Hotel Contracts

Based on these indicators, Andre proposed upgrading Indonesia’s Hajj
services from category D to C-Plus. He explained the improvement refers
to facility and service quality, particularly in Armuzna—the areas of
Arafah, Muzdalifah, and Mina.

“Moving forward, I propose that the ministry and government consider
upgrading our Hajj services. Currently, our facilities are rated D,
correct?” Andre said.

“I propose that next year, the Ministry of Hajj can upgrade our
services from D to C-Plus. How? It’s simple. Here’s my suggestion,” he
added.

Andre suggested the government select higher-quality hotels near the
Grand Mosque, such as in Misfalah, Syisyah, and Jarwal. These hotels
could be contracted long-term for five years to secure lower prices.

“Choose quality hotels. I propose a five-year contract, paid
annually. With a five-year contract, Minister, it means we secure lower
prices,” Andre said.

He stated that the cost savings from long-term contracts could be
reinvested into upgrading Armuzna facilities.

“With lower prices, the savings can be used to upgrade our Armuzna
facilities from D to C-Plus. That’s my proposal,” he added.

Andre said the scheme could be implemented while awaiting President
Prabowo’s planned Hajj Village construction. He is confident Indonesia’s
Hajj services will improve next year.

“Insha’Allah, lower costs will allow us to invest in upgrading
Armuzna facilities. Currently at D, Insha’Allah next year we can reach
C-Plus,” Andre said.

“That would be a legacy for all of us and a reward for the government
and those involved. That’s my proposal, and I’m confident we can achieve
it. If other countries can, why can’t we? I believe under President
Prabowo’s leadership, we can,” he added.
",
