        "content": "<p>Deputy Chairman of the House of Representatives Commission VI, Andre\nRosiade, led a discussion on accelerating the construction of the\nPekanbaru-Padang Toll Road\u2019s Bukittinggi-Sicincin section. The meeting\ngathered all stakeholders, from central and local government, law\nenforcement, the National Land Agency (BPN), to PT Hutama Karya, to\nresolve various issues still hampering the Rp 29 trillion national\nstrategic project. In his address, Andre emphasised that the toll road\nconstruction is a major momentum for West Sumatra. He stated that\nconnecting the Pekanbaru-Padang Toll Road will strengthen\ninter-provincial connectivity, ease the distribution of agricultural\nproducts, and boost the tourism sector. \u2018This Sicincin to Bukittinggi\ntoll road project, valued at Rp 29 trillion, is very beneficial for West\nSumatra. Agricultural products will be more easily marketed to Riau,\nwhile tourists from Riau will find it easier to come to Bukittinggi,\nAgam, Tanah Datar, Padang Panjang, and other areas,\u2019 Andre Rosiade said\nduring the coordination meeting held at the West Sumatra High\nProsecutor\u2019s Office hall on Tuesday (14\/7\/2026). Andre urged all parties\nto resolve land acquisition issues quickly and wisely. He stressed that\nthe government applies the principle of \u2018ganti untung\u2019 (compensation for\nprofit), not just \u2018ganti rugi\u2019 (compensation for loss), so the public\nneed not worry about losing their rights. He noted that the biggest\nproblem in West Sumatra often arises after the compensation value is\nagreed upon, namely internal conflicts over the division of communal\nland (tanah ulayat) between traditional leaders (niniak mamak) and their\nkin (kemenakan). He asked local governments, village heads, sub-district\nheads, traditional leaders, and BPN to anticipate such issues. If\nnecessary, a consignment mechanism can be pursued so that development is\nnot hampered. \u2018Do not let development stop because of internal division\nissues. As long as the price has been agreed upon, the project must\nproceed for the wider public interest,\u2019 he asserted. Andre also reminded\nall local governments to show seriousness in supporting the project. He\nsaid that infrastructure development of this scale is an opportunity\nthat West Sumatra must seize. \u2018We need results, not gimmicks or content.\nAll regional heads must go to the field to resolve issues with the\ncommunity,\u2019 he said. Head of the West Sumatra High Prosecutor\u2019s Office,\nDedie Tri Haryadi, affirmed that the prosecutor\u2019s office is ready to\nprovide legal assistance to ensure the land acquisition process complies\nwith regulations and does not cause legal problems in the future. He\nstated that the High Prosecutor\u2019s Office will provide legal assistance,\nlegal opinions, and legal aid to all stakeholders from the planning to\nthe implementation stages. This assistance also aims to identify\npotential disputes early so that the project is not delayed due to legal\nissues. Dedie invited all parties to make the toll road development a\nsuccess for the progress of West Sumatra. \u2018If we love West Sumatra,\nlet\u2019s not hinder this toll road project. Let\u2019s complete it on time and\nwith quality, while preserving forest areas, productive rice fields, and\nthe natural environment,\u2019 he said. The Director of Freeway at the\nMinistry of Public Works, Dedy Gunawan, expressed hope that the meeting\nwould be the final discussion before entering the stages of\nenvironmental impact analysis (Amdal), location determination (Penlok),\nand land acquisition. He explained that the toll road construction will\nstrengthen connectivity while supporting the development of the tourism\nsector and agricultural distribution in West Sumatra. Dedy hopes that\nissues regarding the route, especially in the Agam Regency area, can be\nresolved in the meeting so that construction can begin this year. \u2018We\nhope it won\u2019t be like the experience on other sections, which took years\njust to complete the documents. Time was spent on meetings, but the\nproject did not progress,\u2019 he said. Head of the West Sumatra BPN\nRegional Office, Teddi Guspriadi, confirmed his agency\u2019s readiness to\naccelerate all stages of land acquisition once the planning documents\nand location determination are finalised. He said cross-agency\ncoordination is key to ensuring the land acquisition process complies\nwith regulations while providing legal certainty for affected\ncommunities. Teddi stated that BPN will ensure every stage is carried\nout transparently, from inventorying land parcels, identifying ownership\nstatus, to determining the amount of compensation according to\napplicable regulations. He also affirmed BPN\u2019s readiness to coordinate\nwith local governments, traditional leaders, and all stakeholders so\nthat issues regarding communal land or ownership claims can be resolved\nwithout hindering the toll road development. Meanwhile, Assistant III of\nthe West Sumatra Regional Secretariat, Medi Iswandi, reading the\nGovernor\u2019s speech, conveyed the West Sumatra Provincial Government\u2019s\ncommitment to fully support the construction of the Pekanbaru-Padang\nToll Road. He said the project will improve connectivity, strengthen the\nagricultural and tourism sectors, create new economic growth centres,\nand serve as an alternative route for disaster mitigation. He also\nexpressed appreciation to Andre Rosiade for continuously overseeing the\ndevelopment of strategic infrastructure in West Sumatra until it gained\nthe attention of the central government. PT Hutama Karya President\nDirector Koentjoro stated that the experience of building the\nPadang-Sicincin section shows that land availability is the most\ndecisive factor for project success.
