        "content": "<p>Deputy Chairman of the House of Representatives\u2019 Commission VI from\nthe Gerindra Party faction, Andre Rosiade, emphasised that his side will\ntake firm steps to stop the recurring issue of refined sugar leakage\nthat happens every year. The sugar for industry is suspected of leaking\ninto the market and damaging the national sugar market.<\/p>\n<p>This was stated by Andre during the working meeting of the House of\nRepresentatives\u2019 Commission VI with the Minister of Trade, Minister of\nIndustry, and Minister of Agriculture on Wednesday (8\/4\/2026). As well\nas a hearing with Danantara\u2019s COO Dony Oskaria, the Head of the National\nFood Agency, the Head of the Central Statistics Agency, up to executives\nof state-owned enterprises in the sugar and food sector.<\/p>\n<p>According to Andre, the issue of refined sugar leakage must no longer\nbe allowed to drag on without concrete decisions. Therefore, the House\nof Representatives\u2019 Commission VI together with the government agreed to\nprepare strategic steps by forming a Working Committee (Panja) for Sugar\nImport Oversight.<\/p>\n<p>\u201cTo prevent this refined sugar from continuing to leak, I think\nCommission VI will take a firm decision in today\u2019s conclusion,\u201d said\nAndre.<\/p>\n<p>Andre explained that the task force will strengthen the control\nfunction over the governance of national sugar imports. In addition,\nCommission VI of the House of Representatives will also provide full\nsupport to the government to assign state-owned enterprises to carry out\ncontrolled refined sugar imports so that distribution leakage can be\nstopped.<\/p>\n<p>\u201cThere are two decisions. First, the formation of the Panja for Sugar\nImport Oversight. Second, we fully support the government in assigning\nstate-owned enterprises to carry out refined sugar imports so that there\nis no leakage. This is the problem, the leakage,\u201d explained the Chairman\nof the DPP of the Minang Family Association (IKM).<\/p>\n<p>Andre Rosiade emphasised that the refined sugar issue is an annual\nproblem that keeps recurring without a thorough resolution. He urged all\nparties to stop prolonging the polemic and focus on concrete resolution\nsteps.<\/p>\n<p>\u201cSo that this meeting is productive and we can make decisions, no\nmore beating around the bush on the refined sugar issue. We face it\nevery year and the ones who benefit are always the same,\u201d said the\nlegislator from West Sumatra.<\/p>\n<p>Meanwhile, Minister of Agriculture Andi Amran Sulaiman revealed that\nthe leakage of refined sugar entering the consumer market has caused\nmarket distortion and harmed the national sugar industry, including\nstate-owned sugar enterprises. He mentioned findings of refined sugar\nleakage in several regions, such as Central Java and South Kalimantan,\nwhere refined sugar enters the market as consumer sugar (white\nsugar).<\/p>\n<p>\u201cWell, because of that, refined sugar leakage can occur. We caught\nthe leakage in Central Java, then South Kalimantan and several other\nregions. Leakage from refined sugar but entered into the market as\nconsumer sugar. This is dangerous,\u201d explained Amran.<\/p>\n<p>In addition, Amran also highlighted the plummeting price of molasses\nor sugarcane syrup from around Rp 1,900 to Rp 1,000 per litre. This\ncondition further pressures the performance of state-owned sugar\nenterprises, including PTPN and Sugar Co.<\/p>\n<p>\u201cSo all PTPN sugar should sell, but it can\u2019t sell. Why? There\u2019s\nrefined sugar leakage. So the solution is for the President to order a\nlimited ban (lartas) and it has been issued,\u201d he said.<\/p>\n<p>In line with that, Danantara\u2019s COO Dony Oskaria revealed that the\nprevalence of refined sugar or industrial sugar leaking into the market\nis one of the main causes of company losses. He stated that these losses\nwere triggered by uncontrolled refined sugar imports, thus suppressing\nthe price of domestic sugar production.<\/p>\n<p>\u201cSugar Co recorded a loss of Rp 680 billion due to prices that are\nindeed not good enough, due to uncontrolled sugar imports,\u201d said\nDony.<\/p>\n<p>The formation of the Panja for Sugar Import Oversight and the\nassignment of state-owned enterprises in refined sugar imports is\nexpected to become a strategic step to regulate the national sugar\ntrade, protect the domestic sugar industry, and ensure more transparent\nsugar distribution that favours the interests of the people.<\/p>",
