Ancol reclamation plan sparks controversy<\/p>\n
JAKARTA (JP): The United Development Party (PPP) has
\ncriticized the city administration for approving an exclusive
\nenvironment impact analysis (Amdal) for the Ancol reclamation
\nplan.<\/p>\n
Faction chief Lukman Mokoginta told reporters yesterday that a
\n1993 city administration regulation requires an integrated Amdal
\nreport for the reclamation of the north coast.<\/p>\n
\"The approval of the Amdal proposed by the company (PT
\nPembangunan Jaya Ancol) is in violation of the regulation,\"
\nLukman said.<\/p>\n
Lukman added that the administration should not approve any
\nanalysis until it completes its review on the master city plan,
\nwhich is expected in November.<\/p>\n
Under Indonesian law, Amdal is a prerequisite for any major
\nproject which could affect the ecological balance of an area.<\/p>\n
Approval<\/p>\n
The PPP voiced its objection to the approval of the analysis
\nonly a day after PT Pembangunan Jaya Ancol, which is 80 percent
\nowned by the administration, announced its reclamation plan.<\/p>\n
The company said on Thursday it intends to reclaim 300
\nhectares of the coast to expand the famous Ancol Dreamland over
\nthe next ten years. It will start the US$223 million project
\nearly next year by reclaiming an adjoining 50 hectares on the
\nwestern side of the existing dreamland.<\/p>\n
An executive of the company, Ridwan Pohan, said the analysis
\non the project had been approved by the city's environment agency
\nand they are only waiting for a permit from the governor so they
\ncan start the project.<\/p>\n
He said the new project would be divided into three phases.
\nThe first, on the western side of the existing complex, would be
\nfor residential development, he said. The second phase will be to
\nthe east, where the company intends to build a housing complex
\nand golf course. In the third phase, the company plans to build
\nan amusement center in the middle of the reclaimed area.<\/p>\n
The city administration also plans to reclaim about 2,500
\nhectares of coast near Ancol where it will develop a waterfront
\ncity.<\/p>\n
Lukman warned that the reclamation project may affect the
\necology of the sea and therefore it is important that the
\nadministration study the company's analysis carefully before
\napproving it.<\/p>\n
\"Amdal designed for an exclusive purpose like the Ancol
\ndevelopment may cause environmental and social problems later on
\nbecause it serves only the company's interests,\" he said.<\/p>\n
He added that an integrated analysis that applies to the whole
\nnorthern coast would be more effective and cheaper.<\/p>\n
An integrated analysis, he added, is required because the
\nreclamation of land around Ancol dreamland is part of the north
\nsea coast reclamation plan which will cover a 35 kilometer-long
\nbelt from Muara Angke to Marunda.<\/p>\n
Meanwhile, a member of the city administration's commission
\nfor Amdal, Kosasih, said that the analysis had been approved long
\nbefore the city administration decided to reclaim the north sea
\ncoast itself.<\/p>\n
The Amdal was approved in December 1993 while the governor
\nannounced its reclamation plan only this year, he said.<\/p>\n
He said he knew that the city administration's environment
\nagency had not yet made an integrated analysis on the north sea
\ncoast as Lukman had proposed because up to the present it has no
\nclear-cut idea on the reclamation plan.<\/p>\n
The city administration plans to reclaim the north coast, from
\nMuara Angke in West Jakarta to Marunda in North Jakarta, to
\ncreate about 2,500 hectares of land, with the project expected to
\nstart early next year.<\/p>\n
Currently, the city administration is still processing the
\nmaster plan, which is expected to be complete by November.(yns)<\/p>",
