        "content": "<p>An outline of campaign guidelines<\/p>\n<p>JAKARTA (JP): The United Development Party (PPP) and the<br>\nIndonesian Democratic Party (PDI) have grudgingly accepted the<br>\ngovernment-set rules on campaigning, while Golkar wholeheartedly<br>\nembraced the rules.<\/p>\n<p>It was decided, for instance, that street rallies and<br>\nmotorcades, which were the highlight of previous election<br>\ncampaigns, would be banned.<\/p>\n<p>Electioneering may now only take the form of public<br>\nassemblies, media broadcasts, and through the distribution of<br>\nmaterials such as posters, placards, leaflets and brochures,<br>\nslides, films, videocassettes, banners, paintings and other<br>\nprinted materials.<\/p>\n<p>Furthermore, the government uses two terms for public<br>\nassemblies -- namely rapat umum (large, outdoor public<br>\nassemblies) and pertemuan umum (smaller, indoor or outdoor<br>\nmeetings for discussion, seminars, symposiums or workshops).<\/p>\n<p>The following is an excerpt of the campaign guidelines:<\/p>\n<p>* Campaigning is to be conducted in specially designated<br>\nzones. The regulation divides the country into six campaign<br>\nregions; each day during the proposed 27-day campaign period,<br>\neach political grouping is to campaign in two regions.<\/p>\n<p>Region I is for provinces in Sumatra; region II for provinces<br>\nin Java; region III for provinces of Bali, West and East Nusa<br>\nTenggara and East Timor; region IV for provinces in Kalimantan;<br>\nregion V for provinces in Sulawesi; and region VI for provinces<br>\nin Maluku and Irian Jaya.<\/p>\n<p>* Public assemblies may be held between 9 a.m. and 6 p.m.<br>\nlocal time. The number of participants from the general public<br>\nshould be adjusted to the capacity of the indoor\/outdoor spaces.<\/p>\n<p>* Contestants&apos; activists have between 6 p.m. and 10 p.m. to<br>\nhang or post campaign materials such as banners, posters, flags<br>\nor placards.<\/p>\n<p>* Prior to campaigning, contestants&apos; leaders must first notify<br>\npolice of the form, timeframe and location of the activities.<\/p>\n<p>* The themes and material for campaign speeches should be in<br>\nline with the State Policy Guidelines, the law and the state<br>\nideology Pancasila.<\/p>\n<p>* During the campaign period, no one may question the<br>\nexistence of nor misuse, manipulate or undermine Pancasila or the<br>\n1945 Constitution. Contestants are prohibited from casting any<br>\ndoubt on Pancasila and the constitution.<\/p>\n<p>* Contestants are not allowed to slander, defame or undermine<br>\nthe dignity of the government or its officials, any religions or<br>\nbelief in God, any groups, organizations, any other countries or<br>\nindividuals. Nor may they act in any way against Pancasila ethics<br>\nand morals.<\/p>\n<p>* Contestants are not allowed to pass judgment, belittle or<br>\ndisparage the policies of the government, civilian officials or<br>\nArmed Forces members.<\/p>\n<p>* No campaign activities may be held at government buildings,<br>\nhouses of worship, school buildings or hospitals.<\/p>\n<p>* It is forbidden for supporters of any contestants to carry<br>\nor use pictures\/paintings of individuals. They are allowed only<br>\nto display the symbols or attributes of the relevant political<br>\ngroupings.<\/p>\n<p>* When notifying the police of a planned public assembly, the<br>\npolitical contestants must include a list of the number and types<br>\nof vehicles to be used to transport the supporters, name the<br>\nvenue, the number of people to attend, the time, and the route<br>\ntaken to and from the site.<\/p>\n<p>* If open trucks are used as a means of transportation, the<br>\nvehicles should have sides of at least 0.6 meters high.<br>\nMotorcyclists must wear helmets.<\/p>\n<p>* The political contestants are responsible for campaign<br>\nactivities proceeding in an orderly and peaceful manner. This<br>\nincludes where supporters initially gather, en route to the site,<br>\nwhen they arrive at the campaign site and when they leave it.<\/p>\n<p>* Police may stop campaign speakers who violate the<br>\nguidelines.<\/p>\n<p>* As soon as an activity is over, contestants must remove all<br>\ncampaign materials and displays within a radius of 500 meters<br>\nfrom the campaign site.<\/p>\n<p>* For broadcasts, contestants must submit a script to be<br>\nscrutinized by a team set up by the election committee. They also<br>\nmust first notify the minister of information.<\/p>\n<p>* Campaign broadcasts are divided into two categories:<br>\nprerecorded monologs and debates. Monologs will be aired at least<br>\ntwice with a duration of 15 minutes, while debates will be aired<br>\nseven times at the most for a duration of 30 minutes each.<\/p>\n<p>* In debates -- which may involve 30 people at the most, a<br>\nmoderator will be appointed. Moderators will be neutral and will<br>\nbe appointed by the chairman of the election committee.<\/p>\n<p>* Contestants may not campaign through advertisements or<br>\nsponsored events on radio or television stations.
