Agriculture Minister and National Food Agency (Bapanas) chief Amran
Sulaiman inspected a home in the Kayu Manis area of Matraman, East
Jakarta, on Wednesday (28 October 2026). The property is suspected of
being used to repackage rice from the Food Supply and Price
Stabilisation (SPHP) programme as premium rice.

Amran arrived at about 11.12am local time. Outside the house, he
immediately asked for the gate to be opened so he could inspect the
activity and evidence inside.

A number of sacks of white rice were piled up at the site. Sacks of
SPHP rice had apparently been opened, and packaging was scattered across
the floor.

Amran inspected the rice with police officers and also viewed sacks
being transported by lorry. The rice is suspected of having been
repackaged for sale as premium rice.

“This is being mixed, isn’t it?” Amran said as he examined the
site.

Amran said SPHP rice, which should sell for Rp12,500 per kilogram,
was allegedly being repackaged and sold as premium rice for Rp17,000 per
kilogram.

“SPHP rice is subsidised by the government. Its price should be
Rp12,500 [per kilogram], but it is being sold for Rp17,000 [per
kilogram] after being mixed,” he said.

Amran said the initial report he had received indicated that 600
tonnes of rice had been found. He suspected the total quantity
repackaged by the network could reach thousands of tonnes.

“The report I received earlier was 600 tonnes. But that is what we
have now. So this must already amount to thousands of tonnes,” Amran
said.

He also said the SPHP rice was suspected of coming from a Bulog
warehouse in Kelapa Gading. However, he stressed that the police still
needed to investigate whether other parties, including Bulog employees,
were involved.

“It came from the warehouse in Kelapa Gading, for now. But it is
possible this is happening elsewhere too,” he said.

Amran urged police to investigate the case across the wider network.
He said anyone found to be involved must face firm action, including any
employees of government agencies.

He said the suspected repackaging harmed the public because SPHP rice
is subsidised and intended to keep food affordable, particularly for
low-income households.

According to Amran, police had arrested a suspect. He called for the
investigation to continue to identify everyone involved, as well as the
distribution channels through which the rice was allegedly sold as
premium rice.

“The suspect has been arrested. But we need to pursue this and get to
the root of it,” he said.
",
