The number of cross-border human trafficking cases (TPPO) has\nsignificantly decreased by 65.92% from 2023 to 2025, according to the\nDirectorate General of Immigration of the Ministry of Immigration and\nCorrections. However, the agency stressed that the decline should not\nlead to complacency. \u201cThe reduction in cases does not mean the threat\nhas disappeared. Data also shows that vulnerability remains very high,\nparticularly in migrant worker areas,\u201d said Director General of\nImmigration Hendarsam Marantoko during a hearing with House of\nRepresentatives Commission XIII in Jakarta on Monday, 25 May 2026.<\/p>\n
Marantoko highlighted that East Java, Central Java, and West Java\nremain the provinces with the largest migrant worker origins, while\ndistricts like Indramayu, Cilacap, and East Lombok top the vulnerability\nmap.<\/p>\n
To mitigate risks, the Directorate General has implemented\nmulti-layered strategies targeting critical points of Indonesian\ncitizens\u2019 journeys, from village level to overseas. The prevention\necosystem is strengthened from the pre-passport application stage, at\nImmigration Checkpoints (TPI), to overseas monitoring.<\/p>\n
At the upstream level, the Directorate optimises the role of 885\nImmigration-Guided Villages (DBI) supervised by 446 Immigration Village\nOfficers (Pimpasa). Technologically, it integrates Border Control\nManagement (BCM) and Subject of Interest (SOI) systems with the\nImmigration Management Information System (SIMKIM) for real-time risk\ndetection.<\/p>\n
He stressed that intensive counselling and profiling have\nsuccessfully prevented 7,414 irregular Indonesian Migrant Workers (PMI)\ndepartures in 2025. Consequently, passport rejections for irregular\ncases dropped by 63.97%, and departure delays at TPI decreased by\n67.85%. \u201cThis downward trend indicates the success of our early warning\nsystem. Upstream education has built awareness, causing citizens to\nabandon irregular departure plans before reaching the border,\u201d Marantoko\nsaid.<\/p>\n
On the other side, immigration functions abroad are optimised for\nprotection through residence permit verification during passport renewal\nand issuing Travel Documents for Repatriation (SPLP). Over 27,000 SPLPs\nwere issued from 2023-2025 to assist stranded Indonesians, mostly\nthrough Indonesian missions in Malaysia.<\/p>\n
Despite effective administrative prevention, the Directorate faces\nlimited legal authority in enforcement. Thus, it is pushing for\nregulatory strengthening through amendments to the TPPO law. \u201cWe urge\nenhanced immigration powers in the TPPO bill to provide stronger legal\nbasis for profiling, passport suspension, and departure delays,\u201d\nMarantoko stressed.<\/p>\n
\u201cTPPO is not a routine immigration violation. It is a serious crime\nagainst the nation\u2019s future, targeting our citizens. Therefore, in line\nwith the Directorate\u2019s commitment to the people, immigration must be\ngranted the space and authority to act faster, more preventively, and\nmore integrated,\u201d he concluded.
