Amdal team to summon Bira developer<\/p>\n
JAKARTA (JP): Deputy governor for development affairs Idroes
\nordered yesterday an environmental impact analysis (Amdal) team
\nto summon executives of PT Pulau Seribu Paradise, the developer
\nof a golf course on Bira Island in North Jakarta.<\/p>\n
"The team must summon the developer and its consulting firm to
\nexplain to them the progress of the Amdal on Bira Island," Idroes
\ntold reporters at his office yesterday.<\/p>\n
To ensure that development will not produce unwanted effects
\non the surrounding environment an Amdal is mandatory for all
\ndevelopers.<\/p>\n
On Tuesday, the governor was urged by city councillors to take
\naction over Bira Island following an expression of concern by
\nPresident Soeharto regarding environmental destruction
\nreportedly occurring on the island. The President underlined the
\nimportance of rejuvenating the environment and called for stern
\naction against the developer if it refused to abide by existing
\nregulations.<\/p>\n
"We fully support the deputy governor's ordering the Amdal
\ncommission to summon the executives of PT Pulau Seribu Paradise
\nand PT Consartha Indomatra, the developer's consulting firm," H.
\nLukman F. Mokoginta, the chairman of the Jakarta branch of the
\nIndonesian Democratic Party, said yesterday.<\/p>\n
"It is important that we have facts about the condition of
\nBira Island directly from the commission, the developer and its
\nconsulting firm," he added.<\/p>\n
Aboejoewoono Aboeprajitno, head of the city's environment
\noffice and also the secretary of Amdal commission, said that
\nthis month the commission would announce the findings of the
\nAmdal study concerning the extent of the destruction of the
\nisland.<\/p>\n
He said that an independent consulting firm assigned to check
\nthe water condition of the island had been slow in carrying out
\nthe task.<\/p>\n
"An Amdal study involves physical and socio-economic analysis.
\nIn the physical analysis, the analysis is concerned with the
\ncondition of flora and fauna on the island. The social and
\neconomic analysis concerns the impact of the development on the
\npeople living on the island. So if the commission has several
\ntimes turned down the Amdal study of Bira Island there must be
\nmanipulation of the data," Lukman said.<\/p>\n
Last February, the city administration's commission on
\nenvironment impact turned down the developer's Bira Island Amdal
\nfor the third time.<\/p>\n
Under the current regulations, the developer must set aside 40
\npercent of the island for natural flora. Instead of abiding by
\nthe rules, the developer built a golf course on Bira Island and
\ndeveloped a plot of land for flora on nearby Panjang Island.<\/p>\n
Lukman said the problem on Bira Island, a member of the Seribu
\ngroup of islands could not be solved in the same way as problems
\noccurring on, for example, the island of Java.<\/p>\n
Last week State Minister of Environment Sarwono Kusumatmadja
\ninstructed PT Pulau Seribu Paradise to carry out an environmental
\naudit on the island.<\/p>\n
He also asked the developer to revive those parts of the
\nisland, which serve as water catchment areas and to increase the
\nisland's bio-diversity.(31)<\/p>",
