All state auditors to use standardized system soon<\/p>\n
JAKARTA (JP): All government supervisory agencies will start
\nusing a standardized system on April 1 for auditing government
\ninstitutions, companies and projects, says the chief of the
\nSupreme Audit Agency (BPK), J.B. Sumarlin.<\/p>\n
"We have designed the system, called the government auditing
\nstandard, to cover not only the financial auditing but also the
\naccounting supervision of government institutions," Sumarlin said
\nin his speech at a ceremony here yesterday to commemorate BPK's
\n48th anniversary.<\/p>\n
He said the new standard will be used by all the
\ngovernment's supervisory agencies, including the inspectorate
\ngenerals of ministries and the Government Audit Agency (BPKP).<\/p>\n
Sumarlin explained that the new system will include a new
\naccounting system for the state budget and comprehensive
\nmanagement of offshore loans, as well as accounting supervision
\nof budgetary spending.<\/p>\n
"The accounting supervision in the planned auditing system
\nis new in that it will authorize BPK to evaluate the
\naccountability as well as efficiency and effectiveness of state
\nbudget implementation," he said.<\/p>\n
He said the new auditing system would allow BPK not only to
\nmatch the balance between revenue and spending under the state
\nbudget and reveal any irregularities to the House of
\nRepresentatives (DPR), but also to comment fully on its findings.<\/p>\n
Another BPK official, Gandhi, told reporters that agency's
\ncurrent auditing system has not allowed the agency to state its
\nopinion of the performance of government institutions.<\/p>\n
Under the new system the agency will be permitted to go
\noutside strict accounting principles in providing assessments of
\nthe reports which it audits.<\/p>\n
Objectivity<\/p>\n
Sumarlin was confident that the new standard would improve
\nobjectivity in the auditing of government accounts.<\/p>\n
"We have designed the system in such a way that any
\nirregularities, malfeasance and manipulation of the state budget
\nwill be easily traced," he added.<\/p>\n
Another BPK official, Rivai Siata, told The Jakarta Post
\nthat the new system would also emphasize the independence of the
\nagency from the government, which is guaranteed by the
\nconstitution.<\/p>\n
He said that the new system will simplify cross-checking on
\nauditing reports of various supervisory bodies because they will
\nadopt similar procedures.<\/p>\n
"With the standardized system, BPK, BPKP and other auditing
\nboards will not overlap in auditing and supervising government
\ninstitutions," he said.<\/p>\n
Gandhi acknowledged that the new system requires a high
\ndegree of professionalism on the part of auditors.(fhp)<\/p>",
