        "content": "<p>Chairman of the Association of Strategic Socio-Economic Cadres\n(AKSES), Suroto, has dismissed claims linking the closure of Alfamart\nand Indomaret outlets to the Red and White Village Cooperative (KDKMP)\nas misplaced. He stated that the issue relates more to violations of\nzoning regulations, land use planning, and alleged monopolistic business\npractices.<\/p>\n<p>Suroto said modern retail chains such as Alfamart and Indomaret have\nexpanded massively, reaching narrow alleys and rural areas. The two\ncompanies reportedly operate over 40,000 outlets across various\nregions.<\/p>\n<p>However, he noted that Ministry of Trade Regulation No.\u00a018 of 2022\nlimits a single company\u2019s ownership to a maximum of 150 outlets.\nAdditionally, modern retail outlets must comply with local government\nzoning and land use regulations.<\/p>\n<p>\u201cLand use planning and anti-monopoly regulations are mandated by law\nto protect the public and ensure economic fairness,\u201d Suroto said in a\nwritten statement in Jakarta on Thursday, 28 May 2026.<\/p>\n<p>Suroto explained that zoning rules are designed to provide space for\ntraditional shops and independent retailers to thrive amid modern market\nexpansion. He added that similar policies are strictly enforced in\ndeveloped European and US nations.<\/p>\n<p>Furthermore, Suroto referenced Law No.\u00a05 of 1999 on the Prohibition\nof Monopolistic Practices and Unfair Business Competition. He said the\nregulation aims to prevent large businesses from dominating the market\nto the detriment of the public.<\/p>\n<p>\u201cIf left unchecked, large businesses could set prices, dictate\nconsumer habits, and eliminate small enterprises. At certain levels,\nthey could even influence and buy into the market rules themselves,\u201d he\nsaid.<\/p>\n<p>Suroto also clarified that KDKMP was established as a distribution\nchannel for essential goods directly linked to manufacturers or product\nprincipals. The cooperative is also intended to distribute\ngovernment-subsidised items such as gas melon, SPHP rice, Minyakita,\nfertiliser, seeds, medicines, and other necessities to ensure targeted\ndelivery, correct pricing, and quality.<\/p>",
