        "content": "<p>AKP Siti Elminawati has received the \u2018Police Protector of Women,\nChildren, and Vulnerable Groups\u2019 award at the Hoegeng Awards 2026. As a\nUnit Head within the Criminal Investigation Directorate of the Central\nSulawesi Regional Police, she has demonstrated profound commitment to\ndefending victims of sexual violence.<\/p>\n<p>The Hoegeng Awards 2026 ceremony was held at The Tribrata\nDarmawangsa, South Jakarta, on Friday, 31 July 2026. The event was\nattended by the Chief of the Indonesian National Police, General Listyo\nSigit Prabowo, and CT Corp Chairman, Chairul Tanjung, alongside various\nministers and leaders of state institutions.<\/p>\n<p>The award for the category of Protector of Women, Children, and\nVulnerable Groups was announced by Mas Achmad Santosa, a member of the\nHoegeng Awards Expert Panel and former Acting Leader of the KPK. The\ntrophy was presented to AKP Siti Elminawati by the Minister of Women\u2019s\nEmpowerment and Child Protection, Arifah Fauzi.<\/p>\n<p>The selection process for the Hoegeng Awards involved a panel of\nexperts, including representatives from the National Commission on Human\nRights (Komnas HAM), the National Police Commission (Kompolnas), and the\nHouse of Representatives (DPR).<\/p>\n<p>Throughout her career in the Women and Children Protection unit, AKP\nSiti has handled numerous high-profile cases. One notable instance was\nthe 2023 investigation in Parigi Moutong, where she successfully\nprosecuted 11 individuals involved in the rape of a child. She noted the\ndifficulty of communicating with the victim but emphasised the\nimportance of building emotional rapport to secure testimony. The\nperpetrators, which included a police officer and a village head,\nreceived sentences of up to nine years under the Sexual Violence Crimes\nLaw (UU TPKS).<\/p>\n<p>Furthermore, AKP Siti uncovered a human trafficking case in Palu\ninvolving a one-year-old infant sold via social media for 12.5 million\nIDR. Her investigation led to the apprehension of four perpetrators,\nincluding individuals brought from Bangka Belitung. Her work also\nextended to uncovering a trafficking network attempting to sell a\nseven-day-old newborn in Jakarta, and rescuing a child from forced\nprostitution in Maluku.<\/p>\n<p>Beyond investigation, AKP Siti is actively involved in prevention\nthrough regular socialisation programmes in schools and local\ncommunities. Recently, in July 2025, she was appointed as the Head of\nCriminal Investigation for the Sigi Regional Police, making her the\nfirst female officer to hold this position within the Central Sulawesi\nRegional Police jurisdiction.<\/p>",
