        "content": "<p>Coordinating Minister for Economic Affairs Airlangga Hartarto has\nspoken out regarding the decile distribution scheme used by the\ngovernment as a reference for distributing social assistance and, in\nfuture, for restricting consumption of Pertalite fuel. According to\nAirlangga, the government will not increase the number of deciles. This\nis because a decile is a family welfare group measured based on\nsocio-economic variables including individual information (employment,\neducation), housing information (house condition, electrical capacity)\nand asset ownership.<\/p>\n<p>Citing the Ministry of Social Affairs\u2019 social assistance checker,\nthere are 10 deciles, each containing 10% of families in Indonesia.\nDecile 1 comprises families with the lowest 10% welfare level, while\ndecile 10 comprises families with the highest 10% welfare level. \u201cNo (it\nwill not be added), deciles always go up to 10, just like 0-100%, it is\nroughly impossible to have 0-120%. The categories of social assistance recipients based on\ndeciles, according to the decree, are as follows:<\/p>\n<ul>\n<li><p>Family Hope Programme (PKH): received by Decile 1 to Decile 4\ngroups.<\/p><\/li>\n<li><p>Sembako Programme: received by Decile 1 to Decile 5\ngroups.<\/p><\/li>\n<li><p>Health Insurance Contribution Assistance: received by Decile 1 to\nDecile 5 groups.<\/p><\/li>\n<li><p>Social Rehabilitation Assistance Programme: received by Decile 1\nto Decile 5 groups.<\/p><\/li>\n<li><p>Social Welfare Programme within the Ministry of Social Affairs:\nreceived by Decile 1 to Decile 5 groups or according to the assessment\nresults of each programme.<\/p><\/li>\n<\/ul>\n<p>Based on these provisions, deciles 1 to 5 are the priority groups for\nreceiving social assistance, while deciles 6 to 10 are not a priority\nfor receiving social assistance because they are considered to already\nhave a sufficiently high level of welfare.<\/p>\n<p>However, the scope of social protection can be expanded under certain\nconditions, such as during the Covid-19 pandemic. During that period,\nsocial assistance recipients were expanded to include community groups\nin decile 6.
