The fuel surcharge (FS) for economy class air tickets is set to rise.\nThe Ministry of Transport (Kemenhub) now permits airlines to set fuel\nsurcharges up to a maximum of 40% of the upper fare limit, depending on\nthe service group.<\/p>\n
This maximum limit represents a 10% increase compared to the previous\nmonth\u2019s limit of 30%. The policy was implemented after the Ministry of\nTransport conducted a periodic evaluation of aviation fuel (avtur) price\ndevelopments set by fuel providers.<\/p>\n
Based on the publication of avtur prices as of 1 September 2026, the\naverage price of avtur was recorded at Rp 23,315 per litre. This price\nreflects an increase of approximately 6.5% compared to the previous\nperiod.<\/p>\n
The evaluation was conducted with reference to the national average\navtur price and the price range established in the regulations.<\/p>\n
\u201cThe Directorate General of Civil Aviation will continue to supervise\nthe implementation of flight tariffs, including the FS component, to\nensure they are carried out transparently, accountably, and in\naccordance with statutory provisions,\u201d said Lukman F Laisa, Director\nGeneral of Civil Aviation, in a statement on Wednesday (2\/9\/2026).<\/p>\n
Maximum Limit of 40%<\/p>\n
The adjustment to the maximum amount is part of the government\u2019s\nevaluation policy regarding flight tariff components. This policy\ncontinues to consider fuel price conditions, the operational\nsustainability of air transport companies, and the interests of the\npublic as air transport users.<\/p>\n
The 40% figure represents the maximum limit. This means that air\ntransport companies may still set fuel surcharges below this threshold\nin accordance with their business strategies and market conditions.<\/p>\n
Supervision is conducted through the monitoring of tariffs imposed by\nairlines, developments in avtur prices, and the compliance of air\ntransport companies in listing the fuel surcharge component separately\non passenger tickets.<\/p>\n
The Ministry of Transport is monitoring and supervising the\nimplementation of tariffs by all air transport companies to ensure they\nremain competitive, while considering market conditions and public\npurchasing power.<\/p>\n
