        "content": "<p>The establishment of the Victory Learning House, initiated by Aiptu\nJacky Jenifer Galelar in Luminda, North Wara, Palopo, South Sulawesi,\nhas brought significant benefits to the local community. Children\u2019s\nliteracy levels have improved, and negative activities in the area have\ndecreased.<\/p>\n<p>Due to his dedication in founding the Victory Learning House, Aiptu\nJacky has been nominated for the Hoegeng Awards 2026 programme. The\nlearning house was built by Aiptu Jacky while he was serving as the\nBhabinkamtibmas (community policing officer). He has now been\ntransferred to the Intelligence and Security Unit at Palopo Police\nResort.<\/p>\n<p>The Luminda sub-district head, Frangky Lazarus, knows Aiptu Jacky as\na humane police officer. According to Frangky, Aiptu Jacky implemented\nvarious programmes during his tenure as Bhabinkamtibmas, including the\nestablishment of the Victory Learning House.<\/p>\n<p>\u201cYes, places where young people used to hang out, he turned them into\nthe Victory Learning House,\u201d said Frangky.<\/p>\n<p>Frangky stated that the community has greatly felt the benefits of\nthe learning house\u2019s presence. The idea emerged after Aiptu Jacky saw many children\njust playing while schools were closed due to COVID-19 restrictions.<\/p>\n<p>\u201cSo I took the initiative so that these children also get education.\nSo I created the learning house, initially supported by my younger\nsiblings who are university students who voluntarily helped me teach the\nchildren,\u201d said Aiptu Jacky. He was nominated for the Hoegeng Corner\n2025 programme by the South Sulawesi Regional Police.<\/p>\n<p>According to Jacky, the children in his environment tend to be free\nand lack attention. Meanwhile, in the area, liquor-selling stalls and\ncockfighting gambling arenas have emerged.<\/p>\n<p>\u201cThere are many social ills like cockfighting gambling. That\u2019s all\nwhat made me take the initiative so that the children don\u2019t get\ncontaminated by things like that,\u201d said Jacky.<\/p>\n<p>He then opened learning house activities to improve children\u2019s\nliteracy there. The residents welcomed the activity\nenthusiastically.<\/p>\n<p>\u201cWith the learning house, it turns out it has a positive impact on\nthe surrounding community. Those who used to gamble, open cockfighting\ngambling arenas. So they started to back off, it\u2019s starting to disappear\nbecause they think \u2018oh, there\u2019s children\u2019s activities\u2019,\u201d said Jacky.<\/p>\n<p>Jacky also urged residents not to display negative behaviour in front\nof children. This appeal was supported by parents and local community\nfigures.<\/p>\n<p>\u201cFrom things like that, social ills like that have started to\ndisappear,\u201d said Jacky.<\/p>\n<p>Jacky explained that one of the places used for the learning house\nactivities was a former liquor shop or ballo stall. He deliberately used\nthat place to send a strong message to the residents.<\/p>\n<p>\u201cWhy did I deliberately put it there? I deliberately invited them, so\nthat the drinkers can see. Oh, there are children, especially since the\nballo stall already has chairs and tables,\u201d said Jacky.<\/p>\n<p>After that, Jacky looked for a special place for the learning house\nand rented it with personal funds. The same for daily operational costs;\nJacky set aside money from his own pocket.<\/p>\n<p>\u201cYes, like that to prepare everything personally. Sometimes when the\nChief of Police had just taken office, he saw my activities and\nsupported with writing materials,\u201d he added.<\/p>\n<p>The teachers for the children at the learning house are Ipda Jacky\nand his wife, as well as volunteer university students. They teach\nreading and writing to character education.<\/p>\n<p>\u201cWe have about 30 students,\u201d said Jacky.<\/p>\n<p>According to Jacky, many children in the area still cannot read and\nwrite.
