        "content": "<p>AIPO to save marine resources<\/p>\n<p>JAKARTA (JP): Parliamentarians from member countries of the<br>\nAssociation of Southeast Asian Nations (ASEAN) are deliberating<br>\non a proposal to urge the creation of an agreement on<br>\nsafeguarding the marine environment and the establishment of a<br>\ncenter for marine studies.<\/p>\n<p>These proposals are being aired during a two-day meeting of<br>\nthe ASEAN Inter-Parliamentary Organization (AIPO) Study Committee<br>\non Marine Resources which began here yesterday.<\/p>\n<p>ASEAN is a socio-economic grouping which comprises Brunei,<br>\nIndonesia, Malaysia, the Philippines, Singapore and Thailand.<\/p>\n<p>Some 25 parliamentarians from five ASEAN states are attending<br>\nexcept Brunei, which does not have a parliament.<\/p>\n<p>The participants are contemplating an Indonesian proposal for<br>\nthe creation of an ASEAN marine center to manage marine and<br>\ncoastal areas in a more integrated manner.<\/p>\n<p>\"It is high time for us to formulate an understanding on<br>\nmarine resources to be able to cooperate in this particular<br>\nfield,\" said Indonesia's House speaker, Wahono, at yesterday's<br>\nopening ceremony.<\/p>\n<p>AIPO president, Tan Shoo Khoon of Singapore, noted the<br>\nimportance of addressing these environmental concerns at<br>\nnational, regional and international levels.<\/p>\n<p>Describing the marine environment as \"ASEAN heritage,\" he said<br>\nthat the region constituted about 11 percent of the global supply<br>\nof marine products.<\/p>\n<p>\"Yet many of the major near-shore fishing areas are over-<br>\nfished and polluted from land based sources of pollution and oil<br>\nspills, while coral reefs are being degraded and require<br>\nrehabilitation,\" said Tan, who is Singapore's House speaker.<\/p>\n<p>If adopted, the proposals will be presented at the 16th AIPO<br>\nnext September in Singapore.<\/p>\n<p>Much of the draft proposal deals with balancing the<br>\nexploitation of marine resources as an economic asset with its<br>\npreservation for future generations.<\/p>\n<p>As Tan remarked, \"The utmost challenge ahead for all of us is<br>\nto balance economic growth priorities and environmental<br>\nresponsibilities.\" (mds)<\/p>",
