        "content": "<p>The commitment was conveyed by Luthfi following the Coordination\nMeeting on Strengthening Integrity and Preventing Corruption in Regional\nGovernment in Semarang on Thursday (20\/8).<\/p>\n<p>Luthfi appreciated the inter-agency synergy in strengthening\ncorruption prevention efforts. According to him, collaboration with\nvarious parties is essential in building the integrity of every\nindividual.<\/p>\n<p>\u201cIntegrity is not easy because it requires collective strengthening.\nThe point is, there must be no corruption. That is all,\u201d said Luthfi in\nhis statement on Thursday (20\/8\/2026).<\/p>\n<p>He added that the success of building a government with integrity\nultimately depends on every person exercising authority. Oversight\nsystems and regulations must be properly adhered to.<\/p>\n<p>In addition, Luthfi hopes that strengthening integrity can improve\nthe quality of public services and ensure regional development is well\ntargeted.<\/p>\n<p>Therefore, synergy between regional government and oversight\ninstitutions will continue to be strengthened so that every rupiah of\nthe budget provides maximum benefit to the public.<\/p>\n<p>Deputy Minister of Home Affairs Akhmad Wiyagus said the activity is\npart of the government\u2019s collaboration with the Corruption Eradication\nCommission (KPK), the Financial and Development Supervisory Agency\n(BPKP), and the National Public Procurement Agency (LKPP) to strengthen\nthe integrity of regional heads in managing regional budgets (APBD).<\/p>\n<p>According to him, integrity must be applied concretely at every stage\nof regional financial management, from planning and budgeting to the\nimplementation of procurement of goods and services.<\/p>\n<p>\u201cOur hope returns to each regional head, whether they can truly\nmaintain integrity and operationalise that integrity in regional\nfinancial management,\u201d said Wiyagus.<\/p>\n<p>With good governance, Wiyagus continued, the government can ensure\nthat all budgets are used according to their designation and provide\nbenefits to the public.<\/p>\n<p>\u201cThus, we can truly believe that not a single rupiah of regional\nfinances is used inappropriately,\u201d he said.<\/p>\n<p>The strengthening of integrity is directed at eight priority areas:\nplanning and budgeting, procurement of goods and services, public\nservices and licensing, oversight by the Government Internal Supervisory\nApparatus (APIP), management of the state civil apparatus, management of\nregional assets, optimisation of regional taxes and levies, and handling\nof conflicts of interest, gratuities, and complaints.<\/p>\n<p>Attention is also given to the management of regional-owned\nenterprises (BUMD) and regional public service agencies (BLUD), grants\nand social assistance, key points from the Regional People\u2019s\nRepresentative Council (DPRD), financial assistance, regional strategic\nprojects, village funds, natural resources, and national priority\nprogrammes in the regions.<\/p>\n<p>KPK leader Johanis Tanak also emphasised that integrity is the main\nkey to preventing various forms of deviation. Integrity must be\nreflected in the thoughts, words, and actions of every state\nadministrator.<\/p>\n<p>\u201cThe key word is integrity. What is in our minds is expected to be\ngood thoughts, in accordance with religious teachings and applicable\nlaws and regulations,\u201d said Johanis.<\/p>\n<p>He hopes that regional government budgets, whether managed by the\nexecutive or legislative branches, are truly utilised for development\nand improving public welfare.<\/p>\n<p>In his remarks, Head of BPKP Setya Nugraha encouraged strengthening\nthe capacity of the Government Internal Supervisory Apparatus (APIP).\nThe inspectorate must be able to serve as the eyes and ears of regional\nheads while providing early warnings against risks in programme\nimplementation.<\/p>\n<p>\u201cAPIP must truly be able to provide early warnings and prevent\ncorruption,\u201d said the Head of BPKP in his remarks.<\/p>\n<p>Furthermore, he stressed that oversight is not enough if it merely\npursues scores and document completeness; it must reflect the actual\nstate of governance. Planning must also be oriented towards results felt\nby the public, not just the number of meetings, documents, or the size\nof budget absorption.<\/p>\n<p>For information, the activity was attended by regional heads and DPRD\nleaders from Central Java and the Special Region of Yogyakarta\n(DIY).<\/p>\n<p>The coordination meeting was attended by Deputy Minister of Home\nAffairs Akhmad Wiyagus, KPK leader Johanis Tanak, KPK Deputy for\nCoordination and Supervision Ely Kusumastuti, BPKP Deputy Setya Nugraha,\nLKPP Deputy Setya Budi Arijanta, and Director General of Regional\nAutonomy Cheka Virgowansyah.<\/p>\n<p>Also present were Deputy Governor of DIY KGPAA Paku Alam X, as well\nas 34 regents\/mayors, deputy regional heads, DPRD leaders, and regional\nsecretaries from across Central Java, along with representatives from\nfive regencies\/cities in DIY.<\/p>",
