        "content": "<p>Jakarta (ANTARA) - Agriculture Minister Andi Amran Sulaiman has\nrevealed nine key strategies undertaken by the government as the\nfoundation for national food self-sufficiency, through measured steps to\nstrengthen production and Indonesia\u2019s food security.<\/p>\n<p>\u201cThe target for national food self-sufficiency, originally projected\nwithin four years, has been accelerated to one year through a\ncomprehensive transformation carried out by the Ministry of\nAgriculture,\u201d Amran stated in Jakarta on Wednesday.<\/p>\n<p>The nine strategies include, first, policy and regulatory reform\nthrough the simplification of hundreds of rules and the issuance of at\nleast 16 strategic regulations in the form of Presidential Regulations\n(Perpres) and Presidential Instructions (Inpres) to accelerate food\nproduction and distribution and strengthen cross-sectoral\ncoordination.<\/p>\n<p>\u201cWe started by improving policies. We reformed the regulatory\npolicies. To date, 16 Perpres-Inpres have been issued for the food\nsector to facilitate agriculture across Indonesia,\u201d he explained.<\/p>\n<p>As part of these measures, the government has cut 145 fertiliser\nregulations. The process, which previously required approval from up to\n12 ministers, 38 governors, and 514 regional heads, has now been\nstreamlined through a Presidential Instruction.<\/p>\n<p>\u201cThus, fertiliser distribution is carried out directly from the\nMinistry of Agriculture to PT Pupuk Indonesia and then to farmers in a\nfaster and more targeted manner,\u201d he said.<\/p>\n<p>Second, fertiliser governance reform by increasing allocation to 9.55\nmillion tonnes, reducing fertiliser prices by 20 per cent, and expanding\nfarmers\u2019 access through the use of ID cards and simplified\ndistribution.<\/p>\n<p>\u201cFor example, fertiliser prices have dropped by 20 per cent. This has\nnever happened since the Republic gained independence. Second, we have\nincreased the volume,\u201d he said.<\/p>\n<p>Third, reallocation of Rp3.8 trillion from non-priority spending to\nproductive sectors such as irrigation, superior seeds, pump irrigation,\nand agricultural machinery.<\/p>\n<p>\u201cWe achieved efficiency through budget refocusing. For example, we\ncut official travel expenses, hotel costs, and unnecessary office\nrenovations, redirecting those funds to productive sectors,\u201d he\nemphasised.<\/p>\n<p>Fourth, agricultural intensification through the use of superior\nseeds, timely fertilisation, and pump irrigation covering around 500,000\nhectares of rain-fed land, increasing the cropping index to two or three\nplantings.<\/p>\n<p>\u201cThis means production increases, right? Then superior seeds.\nProductivity reaches 9 to 10 tonnes. At minimum 8 tonnes, we purchase\nthe seeds and distribute them for free,\u201d he explained.<\/p>\n<p>In addition, optimisation of swamp land covering around 800,000\nhectares has been carried out, bringing the total increase in planted\narea from intensification programmes to about 1.3 million hectares.<\/p>\n<p>Fifth, extensification through the programme to create new paddy\nfields covering around 200,000 hectares as an addition to the national\nbaseline paddy area.<\/p>\n<p>Sixth, strengthening water resource infrastructure through the\nconstruction and revitalisation of 61 dams with irrigation service\npotential reaching 400,000 hectares, as well as the rehabilitation of\ntertiary irrigation networks.<\/p>\n<p>Seventh, agricultural modernisation through the utilisation of\nagricultural machinery and equipment, drones, and precision farming\ntechnology.<\/p>\n<p>According to him, the use of agricultural machinery and equipment has\nproven capable of reducing production costs by up to 50 per cent and\nincreasing yields by up to 100 per cent.<\/p>\n<p>Eighth, institutional and governance reform through the evaluation\nand rotation of officials, as well as the regulation of distribution to\nensure programmes run effectively. 248 officials have been rotated and\nevaluated, and thousands of fertiliser distribution permits have been\nrevoked to ensure distribution is targeted.<\/p>\n<p>Ninth, market intervention through strengthening the role of Perum\nBulog in absorbing farmers\u2019 paddy under an any quality scheme at Rp6,500\nper kilogram to maintain price stability and provide business\ncertainty.<\/p>\n<p>\u201cThis step has proven effective in maintaining paddy price stability\nat the farmer level while increasing government rice reserves,\u201d he\nemphasised.<\/p>\n<p>He affirmed that these various strategies have shown tangible\nresults. National rice production has increased by 4.07 million tonnes\nor 13.29 per cent in 2025, exceeding domestic needs of around 2.5\u20132.6\nmillion tonnes per month.<\/p>\n<p>\u201cIf all these are combined, it means an additional planting area of\naround 1.5 million hectares. Multiplied by average productivity, the\nproduction increase is around 4 million tonnes,\u201d he said.<\/p>\n<p>\u201cThis aligns with data from BPS (Statistics Indonesia), FAO (Food and\nAgriculture Organization), and USDA (United States Department of\nAgriculture). If anyone wants to protest, protest to the FAO, to America\n(USDA), to BPS,\u201d he added.<\/p>\n<p>Furthermore, government rice reserves (CBP) until mid-April 2026 are\nreported to have reached 4.8 million tonnes, the highest in history. The\nFarmer Exchange Rate (NTP) has also risen to 125.35, the highest in the\nlast 34 years, while agricultural sector growth has reached 5.74 per\ncent, the highest in 25 years.<\/p>\n<p>\u201cAt Bulog, the maximum stock (CBP) during the Republic of Indonesia\u2019s\nindependence was 2.6 million tonnes. Today it\u2019s 4.8 million tonnes, soon\nto be 5 million. Almost double,\u201d he said.<\/p>\n<p>The government emphasises that these achievements were obtained\nwithout importing medium rice, thus fully supported by domestic\nproduction.<\/p>",
