Agliculture ministry suspends ruling on pesticide labeling<\/p>\n
JAKARTA (JP): The Ministry of Agriculture has officially
\nsuspended the implementation of a ruling on pesticide labeling
\nafter sticker and pesticide producers failed to agree on an
\nimplementation system which would not burden farmers.<\/p>\n
The suspension was reinforced through Ministerial Decree No.
\n81\/1996, which was issued and became effective on Feb. 13.<\/p>\n
The decree also stated that no suitable system for
\nimplementing the pesticide labeling ruling, has been formulated.<\/p>\n
Under Decree No. 770\/1995 issued last November, the minister
\nof agriculture stipulated that pesticides should bear hologram
\nstickers before they could be sold to protect users from the
\ndistribution of fraudulent products.<\/p>\n
The 1995 decree, originally scheduled to come into effect in
\nApril, was greeted with fierce protests from pesticide producers
\nwho complained that such stickers would create additional costs
\nwhich, in turn, would have to be passed on to farmers.<\/p>\n
Minister of Agriculture Sjarifudin Baharsjah said last month
\nthat pesticide and sticker producers were still negotiating on
\nthe terms and prices of the stickers. He had earlier emphasized
\nthat whatever compromise was reached, the government did not want
\nfarmers to suffer from the labeling.<\/p>\n
The stickers were to be printed and distributed by a private
\ncompany, PT Aryo Seto.<\/p>\n
Sjarifudin also said earlier this month that the government
\nmight revoke or postpone the implementation of Decree No.
\n770\/1995 if the pesticide labeling turned out to be a burden on
\nfarmers.<\/p>\n
The suspension of the pesticide labeling came a few days after
\nPresident Soeharto ordered ministries and other government
\ninstitutions to revoke levies collected by private sector
\nparties.<\/p>\n
In response to the President's instruction, Bali Governor Ida
\nBagus Oka recently canceled his regulation assigning PT Arbamass
\nMulti Invesco a license to collect labeling levies on beer
\ndistributed on the island. (pwn)<\/p>",
