        "content": "<p>Again, fine for littering<\/p>\n<p>From Kompas<\/p>\n<p>It seems Jakarta's regional regulations on fines for littering <br>\nin public places will be imposed again soon. The regulation has <br>\nalways existed -- but inadequate implementation means it has been <br>\nless-than effective.<\/p>\n<p>While the regulation deserves our full support, without proper <br>\nplanning it will be to no avail. The main weakness has been the <br>\nabsence of any follow-up initiatives including a campaign to <br>\npopularize and inform the public about the aims and the penalties <br>\nof the regulations.<\/p>\n<p>Such information should come through government offices and <br>\nneighborhood administrative units, announcements via the mass <br>\nmedia and posters placed in strategic places.<\/p>\n<p>Consistent enforcement and firm action against violators is <br>\nalso important, so that public obedience can be better <br>\nguaranteed. If all this is done, less than a year after the <br>\nfines' reimposition, Jakarta would become a clean and orderly <br>\ncity.<\/p>\n<p>HARSO<br>\nJakarta<\/p>",
