        "content": "<p>JAKARTA, KOMPAS.com \u2014 The managers of the New Priok Eastern Access\n(NPEA) project state that construction activities at Muara Cakung Drain,\nCilincing, North Jakarta, have been socialised to fishermen since\n2025.<\/p>\n<p>This statement comes in response to the fishermen\u2019s protest, which\ninvolved a boat parade around the project site some time ago.<\/p>\n<p>Project Manager for NPEA Section 2 from PT Pembangunan Perumahan (PT\nPP), Ikhsan Budi Prasetyo, said that socialisation was conducted with\nvarious parties, including fishing groups operating around the project\narea.<\/p>\n<p>He explained that the socialisation was carried out through fishing\ncooperatives in several areas, such as Kalibaru, Cilincing, and Marunda,\nas well as to local community leaders.<\/p>\n<p>\u201cWe started by approaching the fishing cooperatives, the cooperatives\nin Kalibaru, Cilincing, and also Marunda, including the neighbourhood\nassociations (RT and RW) there,\u201d he clarified.<\/p>\n<p>In addition to fishermen, they also socialised with other\nstakeholders, such as the Harbourmaster and Port Authority Office (KSOP)\nand the city government.<\/p>\n<p>According to Ikhsan, the socialisation also accommodated input from\nfishermen, particularly regarding navigation safety and access for\nentering and exiting vessels during the project.<\/p>\n<p>\u201cIndeed, the input from the fishermen at that time was that this\nproject should prioritise their safety for sailing and provide access\nthat is not blocked for them to enter and exit under our ongoing\nconstructions,\u201d he said.<\/p>\n<p>Meanwhile, Pelindo, as the party initiating the project, stated that\nit is open to the aspirations of the fishermen.<\/p>\n<p>\u201cPelindo respects every aspiration expressed by the community,\nincluding the fishermen in the Cilincing area,\u201d said Ali Sodikin, Group\nHead of the Company Secretariat at Pelindo, in an official statement on\nThursday (16\/4\/2026).<\/p>\n<p>Previously reported, several fishermen at Muara Cakung Drain,\nCilincing, North Jakarta, held a boat parade as a form of protest\nagainst construction around the estuary on Tuesday afternoon\n(14\/4\/2026).<\/p>\n<p>Based on Kompas.com\u2019s observations at the site from 4:00 PM WIB,\ndozens of fishermen\u2019s boats began moving out from the estuary towards\nthe project area. Local residents were seen watching the parade from\natop the embankment around the estuary.<\/p>\n<p>\u201cCome on, let\u2019s go, for the future of Cilincing,\u201d the fishermen\nshouted from their boats to the residents on the embankment.<\/p>\n<p>The project targeted by the protest is the construction of the New\nPriok Eastern Access (NPEA) and the reclamation of Dermaga Pier 3\nMarunda. The dozens of fishermen\u2019s boats circled the platform for\ninstalling piles as well as the land reclamation area from those\nprojects.<\/p>\n<p>The fishermen then unfurled a banner reading \u201cCoastal Communities\nWill Not Be Displaced\u201d. They also sang the Indonesian national anthem\n\u201cIndonesia Raya\u201d before returning to the docks around Cakung Drain.<\/p>",
