        "content": "<p>Advertising body wants total control<\/p>\n<p>JAKARTA (JP): The Indonesian Association of Advertising<br>\nAgencies is lobbying the government to make all advertising<br>\nagencies join it.<\/p>\n<p>Association chairman Koes Pudjianto said yesterday compulsory<br>\nmembership was one of the rules on advertising proposed by the<br>\nassociation to the Ministry of Information and the Ministry of<br>\nIndustry and Trade.<\/p>\n<p>The draft rules include a stipulation that membership of the<br>\nassociation is a condition of obtaining a business license.<\/p>\n<p>\"We hope the draft rules will be enacted in a joint-decree of<br>\nthe Ministry of Information and Ministry of Industry and Trade,\"<br>\nhe said.<\/p>\n<p>Koes said compulsory membership would let the association<br>\neffectively supervise and discipline all advertising agencies and<br>\nprepare them for the free trade era.<\/p>\n<p>He said advertising had boomed in the last five years with<br>\nannual growth rates around 40 percent. The association's<br>\nmembership has grown 62.1 percent in the last three years to<br>\nabout 200 from 124.<\/p>\n<p>He said the advertising boom had been exploited by many<br>\nunprofessional agencies, which refused to join the association or<br>\nconform with its professional code of ethics.<\/p>\n<p>They often resorted to unethical practices to gain business<br>\ndeals amid fierce competition, he said.<\/p>\n<p>\"Their activities have therefore been hurting the business of<br>\nprofessional advertising agencies, like the members of our<br>\nassociation. And we can't discipline them because they are not<br>\nour members,\" he said.<\/p>\n<p>He said once membership to the association had become<br>\nobligatory, the association could force all advertising agencies<br>\nto conform with its code of ethics.<\/p>\n<p>To join the association, an advertising agency must meet<br>\ncertain requirements, particularly on capital and human<br>\nresources.<\/p>\n<p>He said the association would further discuss the draft rules<br>\nand other programs to prepare advertising agencies for free trade<br>\nat its 10th national congress from Dec. 5 to Dec. 7 in Lido, West<br>\nJava.
