        "content": "<p>The Association of Indonesian Regency Legislative Councils (Adkasi)\nhas proposed strengthening the institutional capacity of DPRDs through a\nrevision of Law Number 23 of 2014, so that the oversight function of\nlocal governments can operate more effectively. Adkasi Chairman Siswanto\nstated in Batam on Saturday that this proposal is one of the main\nagendas in the revision of Law Number 23 of 2014 concerning Regional\nGovernment, which has been included in the National Legislation\nProgramme (Prolegnas). \u201cThe first is the revision of Law Number 23 of\n2014 so that regions are given broader authority. The second is the\ninstitutional strengthening of DPRDs in the administration of regional\ngovernment. These agendas have already entered the National Legislation\nProgramme,\u201d he said. He assessed that the position of DPRDs has not been\nsufficiently strong to date, meaning the oversight mechanism for\nregional heads has not functioned optimally. He added that DPRD\noversight is necessary to ensure that every strategic policy of the\nregional government is implemented in accordance with the principles of\ngood governance and in the interest of the public. \u201cThere needs to be\noversight in policy-making so that the check and balance mechanism in\nregional government can function properly,\u201d he stated. Siswanto\nexpressed hope that the revision of Law Number 23 of 2014 would not only\nstrengthen regional autonomy but also create a more balanced\nrelationship between DPRDs and regional governments, allowing the\nfunctions of legislation, budgeting, and oversight to operate\noptimally.<\/p>",
