        "content": "<p>An unexpected blessing from the Saudi Arabian Government\u2019s allocation\nof additional hajj quotas to the Indonesian Government initially\nappeared to benefit those registered for pilgrimage through the regular\npathway who had been queuing for decades.<\/p>\n<p>However, for the 2024 Gregorian calendar \/ 1445 Hijri calendar year\nof hajj implementation, hope for regular programme participants was\ndashed.<\/p>\n<p>Yaqut Cholil Qoumas, serving as Minister of Religious Affairs at the\ntime, decided to divide the 20,000 additional hajj quotas equally\nbetween regular and special hajj programmes\u201410,000 for each\ncategory.<\/p>\n<p>Time moved on, and on 9 August 2025, the Indonesian Corruption\nEradication Commission (KPK) announced it had begun investigating\nallegations of corruption stemming from Yaqut\u2019s decision.<\/p>\n<p>The KPK argued that the additional hajj quotas must be allocated in\naccordance with Article 64 of Law No.\u00a08 of 2019 concerning the\nImplementation of Hajj and Umrah Pilgrimage, which mandates 92 per cent\nof quotas for regular hajj and 8 per cent for special hajj.<\/p>\n<p>Additionally, the KPK contended that the additional hajj quotas\nshould have been distributed in line with their original purpose:\naddressing the lengthy waiting period for hajj applicants, with some\nhaving waited up to 47 years.<\/p>\n<p>The additional hajj quotas were assessed as state assets, and their\nfailure to be distributed in accordance with these principles was deemed\nto constitute state losses\u2014specifically, the absence of accelerated\ndeparture for regular hajj applicants.<\/p>\n<p>Consequently, Yaqut was designated as a suspect in the hajj quota\ncorruption case on charges of causing state losses.<\/p>\n<p>Subsequently, on 12 March 2026, the KPK formally detained him for the\nfirst 20 days, requiring him to spend the remainder of the fasting month\nand celebrate Eid Al-Fitr 1447 Hijri at the State Detention Centre, Red\nand White Building Branch of the KPK, Jakarta.<\/p>",
