        "content": "<p>Activists want old wounds healed to make nation one<\/p>\n<p>JAKARTA (JP): Human rights campaigners agreed on Saturday that<br>\nnational reconciliation, at the forefront of President B.J.<br>\nHabibie's agenda, will only be feasible once wounds from past<br>\ntraumas are healed.<\/p>\n<p>The talks were marred by Central Jakarta police attempt to<br>\nstop the event on the grounds that it had no permit. After an<br>\nhour's negotiation the talks continued.<\/p>\n<p>Marzuki Darusman of the National Commission on Human Rights,<br>\nIta Fatia Nadia of the Kalyana Mitra women's organization and<br>\nAbdul Hakim Garuda Nusantara of the Institute for Policy Research<br>\nand Advocacy (Elsam) said closure should be brought to any<br>\nremaining grievances before the people could move on to effect<br>\nreconciliation.<\/p>\n<p>\"The (planned establishment of the) commission for<br>\nreconciliation is needed to accelerate the healing of past<br>\nwounds,\" Marzuki said at a seminar commemorating the 50th<br>\nanniversary of the United Nations Human Rights Declaration.<\/p>\n<p>Hakim said the nation often preferred to bury cases of rights<br>\nviolations instead of confronting them directly.<\/p>\n<p>\"If national reconciliation is about to be started, all cases<br>\nof rights violation must be settled first,\" Hakim said.<\/p>\n<p>Ita spoke in greater detail on technical aspects of the drive<br>\nfor national reconciliation.<\/p>\n<p>\"The government must first establish a Commission of Truth<br>\nbefore it can proceed with its proposal for the reconciliation.\"<\/p>\n<p>\"In response to... the reform movement, all past wrongdoings<br>\nmust be revealed and nothing should remain unsolved.\"<\/p>\n<p>She cited the postapartheid government of South African<br>\nPresident Nelson Mandela, which established a truth and<br>\nreconciliation commission to examine the atrocities of the<br>\nprevious regime.<\/p>\n<p>President B.J. Habibie and the rights commission announced on<br>\nSept. 4 the establishment of the reconciliation team to head off<br>\nthe rising threat of national disintegration and separatism.<\/p>\n<p>The President appointed Minister of Justice Muladi as a<br>\nliaison official between the government and the other<br>\ninstitutions. The government will be represented by Coordinating<br>\nMinister for Political and Security Affairs Feisal Tanjung,<br>\nMinister of Defense and Security Gen. Wiranto and Muladi.<\/p>\n<p>Munir of the Foundation of the Indonesian Legal Aid Foundation<br>\n(YLBHI) and Andi Arief, a former abducted activist, said<br>\nreconciliation would only be possible after a democratic<br>\ngovernment from next year's general election was established.<br>\n(imn)<\/p>",
