He added most of them were <br>\nrecruited after they completed their second year of education at <br>\nCendrawasih University.<\/p>\n<p>According to Nico, the teachers could be appointed as  <br>\npermanent staff if they performed well.<\/p>\n<p>The teacher shortage posed a big problem for the backward <br>\nprovince, resulting in the disruption of schooling in the area.<\/p>\n<p>Governor J.P.
