        "content": "<p>The Aceh Tamiang district government has begun utilising additional\nTransfer to Regions (TKD) funds to accelerate post-disaster recovery,\nallocating Rp 36.8 billion to repair infrastructure, restore public\nservices, and support flood management efforts, in line with directives\nfrom Home Affairs Minister Tito Karnavian. Tito, acting as Head of the\nTask Force, has stated that the additional TKD is intended to accelerate\nrecovery, acknowledging that the fiscal capacity of each affected region\nvaries and thus requires central government support. \u201cThe hope is that\nregions can handle disaster management according to their capabilities.\nThose that are unable will still be handled by the central government,\u201d\nTito said.<\/p>\n<p>The Aceh Tamiang district government received additional TKD funds\ntotalling Rp 36,807,421,000. According to data from the Regional\nFinancial Management Agency (BPKD), the budget is being implemented\nthrough various programmes targeting the most urgent post-flood needs.\nHead of Budgeting at the Aceh Tamiang BPKD, Ridwan, explained that the\nadditional TKD is focused on three main priorities: infrastructure,\npublic services, and supporting disaster management. \u201cWe want to ensure\nthat every rupiah from the central TKD has a direct impact on restoring\nthe economic lifeline of the community. Our largest focus is directed at\nrepairing physical infrastructure damaged by the floods,\u201d he said.<\/p>\n<p>The largest allocation is directed towards the infrastructure sector.\nThe Public Works and Spatial Planning Agency (PUPR) received a budget of\napproximately Rp 7.15 billion for the maintenance of roads damaged by\nthe floods, aiming to quickly restore community connectivity.\nFurthermore, the government allocated Rp 3 billion to the Regional\nDisaster Management Agency (BPBD) to support disaster management\noperations and validate data on flood victims. The Fire Department also\nreceived Rp 2 billion to repair damaged operational equipment.<\/p>\n<p>Post-flood recovery also extends to the environmental and residential\nsectors. The Environmental Agency received Rp 1.8 billion for the\npreparation of a Waste Master Plan (RIPS) and to support cleanliness\noperations. Meanwhile, a portion of the budget is being used for the\nconstruction of boat moorings and the provision of temporary housing\nland for residents who lost their homes due to the floods.<\/p>\n<p>Beyond repairing physical facilities, the additional TKD is also\nbeing used to restore government service functions. The government\nallocated approximately Rp 11.09 billion for the rehabilitation of\noffice buildings across various regional apparatus organisations (OPD)\naffected by the floods. Furthermore, around Rp 6.07 billion is being\nused for the procurement of equipment and machinery, such as computers,\nprinters, and furniture damaged by the floods. The district government\nhas also budgeted Rp 3.79 billion to repair official vehicles that\nsupport service mobility and disaster response. Ridwan explained that\nthe budget amount for each OPD is adjusted according to the actual level\nof damage on the ground. \u201cAlthough the activity components are the same\nacross agencies, such as building repairs or equipment procurement, the\namount is adjusted to the real scale of damage caused by the floods,\u201d he\nsaid.<\/p>\n<p>In addition to the central government\u2019s additional TKD, Aceh Tamiang\nhas also received financial assistance from the Medan City Government\namounting to Rp 50 billion and from the West Sumatra Provincial\nGovernment amounting to Rp 2 billion. According to Ridwan, both aid\npackages are still awaiting the completion of regional head regulations\nbefore they can be realised. \u201cAdministratively, the drafting of the\nPerkada is still in process. However, the commitment for the aid is\nalready there, and it will certainly be used to support post-flood\nrecovery in Aceh Tamiang,\u201d he concluded.<\/p>",
