        "content": "<p>Banda Aceh (ANTARA) - Aceh Governor Muzakir Manaf, also known as\nMualem, has affirmed that the Aceh Health Insurance (JKA) programme will\nnot be abolished, but rather adjusted, updated, or improved in terms of\nrecipient data for greater accuracy.<\/p>\n<p>\u201cI affirm that the JKA budget is not being cut, but rather we are\nevaluating it to ensure its implementation is more targeted and\nequitable,\u201d Mualem stated in Banda Aceh on Friday.<\/p>\n<p>This statement was made in response to circulating information in\nAcehnese society regarding the alleged abolition of the JKA\nprogramme.<\/p>\n<p>For context, the Aceh Government is adjusting JKA recipients,\neffective from 1 May 2026. The government has excluded three deciles or\ngroups of prosperous society categories (deciles 8-10) from the Aceh\nhealth insurance coverage.<\/p>\n<p>Subsequently, for deciles six to ten, financing will be directly\ncovered by the Aceh Government through the JKA programme, except for\nTNI\/Polri and ASN.<\/p>\n<p>However, under the latest policy through Aceh Governor Regulation\n(Pergub) Number 2 of 2026 on JKA, the Aceh Government will only cover\nAcehnese society at the economic level of deciles six and seven (middle\ncategory).<\/p>\n<p>Meanwhile, society in the prosperous economic category (deciles 8-10)\nwill be excluded from JKA recipients, meaning they will no longer be\ncovered by JKA.<\/p>\n<p>Currently, Mualem said, the government is merely reorganising the\ndivision of responsibilities between JKA and the national health\ninsurance (JKN), including the authority of the provincial and central\ngovernments.<\/p>\n<p>He affirmed that this JKA adjustment is due to Aceh\u2019s declining\nfinancial condition following the reduction in special autonomy funds\nfor Aceh over the past three years.<\/p>\n<p>\u201cIf in the future Aceh\u2019s special autonomy funds return to 2.5\npercent, the JKA implementation will be restored as before,\u201d Mualem\nadded.<\/p>\n<p>For information, the number of people in the deciles eight to ten\ncategory in Aceh reaches 953,395 individuals.<\/p>\n<p>Of this number, 106,066 individuals are ASN guaranteed through the\nworker participation scheme, and 23,415 individuals are non-ASN with\nchronic illnesses who remain a priority for services.<\/p>\n<p>Thus, there are 823,914 individuals categorised as capable and no\nlonger receiving health premium assistance through the JKA\nprogramme.<\/p>",
