        "content": "<p>Aceh at the peace table<\/p>\n<p>Indonesian and GAM negotiators last night returned for the<br>\nsecond round of tentative new peace talks in Finland. There is<br>\nevidence the informal ceasefire is already failing on the ground,<br>\nthreatening the safety of reconstruction teams. But only new<br>\npolitical momentum at the peace table can address the local<br>\ntensions which continue to feed the ranks of the guerrillas.<\/p>\n<p>Ostensibly, GAM is fighting for independence. But popular<br>\nresentment towards Jakarta is stoked by resource-stripping and<br>\nendemic corruption. Indonesia has no intention of allowing Aceh<br>\nto follow East Timor to independence.<\/p>\n<p>There are, however, very many steps in between. For a start,<br>\nthe tsunami relief operation is a clear opportunity for Jakarta<br>\nto engender goodwill.<\/p>\n<p>Whatever the veracity of the latest terrorist threats against<br>\nforeign aid workers, there is little sympathy, or sanctuary, in<br>\nAceh for Jemaah Islamiah and its violent anti-Western agenda. GAM<br>\nwent to Finland armed with an important new compromise - it is<br>\nwilling to put aside the independence question, for now. This<br>\nmeans a formal ceasefire may be within reach.
