        "content": "<p>Aceh accord bodies plan meeting to lay ground rules<\/p>\n<p>JAKARTA (JP): Two joint committees established under the Aceh<br>\naccord signed by the Indonesian government and Free Aceh Movement<br>\n(GAM) will hold their first meeting in Banda Aceh on Wednesday to<br>\nset up the ground rules for implementing the Joint Understanding<br>\non Humanitarian Pause.<\/p>\n<p>\"We expect there will be concrete basic rules to implement the<br>\nhumanitarian pause before Friday (June 2),\" Hassan Wirajuda<br>\nIndonesia's chief negotiator with GAM said here on Tuesday.<\/p>\n<p>The Joint Understanding on a Humanitarian Pause was signed in<br>\nGeneva, Switzerland, on May 12.<\/p>\n<p>To carry out the accord, two joint committees and a monitoring<br>\nteam will be set up in Aceh.<\/p>\n<p>The first committee, the Joint Committee on Humanitarian<br>\nAction, focuses on the effective delivery of humanitarian relief,<br>\nwhile the second, the Joint Committee on Security Modalities,<br>\nfocuses on reducing violence.<\/p>\n<p>The security committee will set up the ground rules for<br>\nhumanitarian activities, guarantee the halt of military action<br>\nand ensure the police's function of maintaining law and order.<\/p>\n<p>Each committee will comprise a maximum of 10 members while the<br>\nMonitoring Team will consist of five members.<\/p>\n<p>Hassan said the composition of the joint committees was agreed<br>\nupon. However, he would not reveal their names.<\/p>\n<p>\"The Joint Committee on Humanitarian action will consist of<br>\nour people in Aceh since it will be established there,\" he added.<\/p>\n<p>The Indonesian representatives to fill the Security Modalities<br>\nCommittee are five senior officials from the Indonesian Military.<br>\n\"They are two senior officers of the National Police and three<br>\nofficers from the Indonesian Military (TNI),\" Hassan said.<\/p>\n<p>From the GAM side, the security modalities members will be<br>\nsubordinate to Tengku Abdullah Syafei, the GAM armed forces<br>\ncommander, he said.<\/p>\n<p>The Joint Forum, which was set up in Geneva as the highest<br>\ndecision-making body, consists of all the top negotiators of the<br>\naccord in Geneva.<\/p>\n<p>\"The Joint Forum consists of people who sat in the preceding<br>\ndialogs. It will consist of myself and Pak Hassan Tiro along with<br>\nhis close aides,\" Hassan said, referring to the self-exiled GAM<br>\nleader.<\/p>\n<p>In preparation for the accord implementation, Coordinating<br>\nMinister for People's Welfare and Poverty Eradication Basri<br>\nHasanuddin separately held a meeting on Tuesday to draft a<br>\nprogram on humanitarian assistance for Aceh.<\/p>\n<p>However, no details were released.<\/p>\n<p>Meanwhile from Aceh, it was reported that gunmen shot dead<br>\nSamudera Military chief Lt. Katimin at about 4:30 p.m. on Monday,<br>\nNorth Aceh Police chief Lt. Col. Syafei Aksal told journalists on<br>\nTuesday.<\/p>\n<p>\"The officer was in a VCD rental shop in Kede Gedong village<br>\nwhen two gunmen approached and shot him at point-blank range in<br>\nthe forehead, cheek and chest,\" Syafei said.<\/p>\n<p>The incident took place only 500 meters from Samudera Military<br>\ndistrict office on the main road from Banda Aceh to Medan.<\/p>\n<p>Witnesses said sweeping operations immediately took place<br>\nfollowing the fatal shooting.<\/p>\n<p>In West Aceh, a convoy of Police Mobile Brigade (Brimob)<br>\nsoldiers were ambushed at Patek village in Sampoiniet district on<br>\nMonday evening, local police chief Lt. Col. Satrya Hari Prasetya<br>\nsaid on Tuesday.<\/p>\n<p>No fatalities were reported after the police's Kijang van ran<br>\nover an assembled bomb which was planted on the bridge in the<br>\nvillage by an armed gang.
