Jakarta (ANTARA) - The head of the Task Force for Accelerating\nRehabilitation and Reconstruction (Satgas PRR) following the Sumatra\ndisaster, Tito Karnavian, has stressed that accelerating the\nconstruction of permanent housing (huntap) remains the top priority in\npost-disaster recovery efforts in the Sumatra region.<\/p>\n
\u201cWe emphasise that huntap is the most important priority, followed by\nother highly urgent matters, such as bridges and roads, which are indeed\nthe main thoroughfares,\u201d Tito said after a working meeting at the\nCoordinating Ministry for Human Development and Culture (Kemenko PMK)\noffice in Jakarta on Monday.<\/p>\n
Tito explained that although government operations, road access, and\ncommunity activities such as markets have begun to return to normal,\nmany infrastructures are still only functionally operational and require\npermanent completion.<\/p>\n
According to him, several sectors that still need attention include\nagricultural lands such as paddy fields and fish ponds, the construction\nof permanent roads and bridges, and the resolution of temporary\nbridges.<\/p>\n
In addition, the construction of huntap for affected communities is\nthe main focus to ensure residents do not stay in temporary housing for\ntoo long.<\/p>\n
Tito added that given the complexity of issues on the ground,\nincluding the need for river normalisation and other permanent\nconstructions, the recovery is estimated to take up to three years.<\/p>\n
\u201cSo this is the recovery programme for the estimated period; if we\nestimate three years. Thus, a master plan (rencana induk) has been\nprepared,\u201d he said.<\/p>\n
Nevertheless, the master plan will be reviewed to determine\npriorities for work to be completed in 2026, particularly the\nconstruction of main roads and other basic infrastructure. Meanwhile,\nless urgent work will continue from 2027 to 2028.<\/p>\n
He also emphasised the importance of the role of local governments in\naccelerating rehabilitation and reconstruction. The President, he said,\nhas allocated an additional Regional Transfer (TKD) of Rp10.6 trillion\nfor the three affected provinces to support the acceleration.<\/p>\n
According to him, regional proposals amounting to nearly Rp200\ntrillion and ministry\/institutional work plans of around Rp98 trillion\nhave been aligned into an indicative financing need of Rp120\ntrillion.<\/p>\n
\u201cFrom that total, approximately Rp100.2 trillion will be implemented\nby ministries\/institutions over the three-year period,\u201d said\nMedrizal.<\/p>\n
For the first year of implementation in 2026, Bappenas is encouraging\na Supplementary Expenditure Budget (ABT) of around Rp40 trillion so that\nthe acceleration process outlined in the master plan can be quickly\nrealised.<\/p>\n
