        "content": "<p>Jakarta \u2014 Director General of Spatial Planning at the Ministry of\nAgrarian Affairs and Spatial Planning\/National Land Agency (ATR\/BPN),\nSuyus Windayana, has affirmed that accelerating the preparation and\nintegration of Detailed Spatial Plans (RDTR) with the Online Single\nSubmission (OSS) system is the primary key to attracting investment in\nIndonesia\u2019s infrastructure sector.<\/p>\n<p>He made the remarks at a thematic forum on Infrastructure Investment\nProcess in Indonesia, held as part of the International Conference on\nInfrastructure (ICI) 2025 at the Jakarta International Convention Center\non Wednesday (11\/06\/2025).<\/p>\n<p>In his presentation, Suyus Windayana explained that the government\nhas created two main policies to attract investors, one of which is the\nregulation embodied in the Job Creation Law and Government Regulation\nNo.\u00a021 of 2021.<\/p>\n<p>\u201cThat government regulation provides numerous facilitations, both for\nbusiness activities, non-business activities, and national strategic\nprojects,\u201d he said.<\/p>\n<p>The Ministry of ATR\/BPN continues to push for the accelerated\npreparation of RDTR across various regions, with a target of 2,000 RDTR\nto be issued in the coming years, and more than 100 RDTR issued\nannually.<\/p>\n<p>Suyus Windayana highlighted the significant impact of RDTR integrated\nwith OSS on the speed of location permit services and other business\nlicensing. \u201cBased on the data, from the roughly 350 RDTR already\nintegrated with OSS, investment permit applications have reached\napproximately 340,000. Compare that with areas that do not yet have RDTR\nand are not connected to OSS, where only around 20,000 services have\nbeen processed. So, when OSS is available, services are faster \u2014 it can\nbe done in one day,\u201d he explained.<\/p>\n<p>He also emphasised that Spatial Utilisation Activity Conformity\n(KKPR) based on RDTR serves as the initial gateway in the business\nlicensing process, making the acceleration of RDTR integration a\nnational priority.<\/p>\n<p>Currently, of the 645 RDTR that have been prepared, only 352 are\nintegrated with OSS. To speed up this integration, the Ministry of\nATR\/BPN is preparing a joint Circular Letter with the Ministry of\nInvestment so that all regional heads promptly connect their completed\nRDTR to the OSS system.<\/p>\n<p>\u201cSo that it is easier, faster, and certainly more attractive to\ninvestors,\u201d Suyus Windayana concluded.<\/p>\n<p>Through this forum, the Ministry of ATR\/BPN reaffirmed its commitment\nto supporting an efficient, transparent, and measurable spatial\nplanning-based investment ecosystem. The forum also featured speakers\nfrom the Ministry of Investment\/BKPM, the Ministry of Public Works, the\nMinistry of Forestry, and the Indonesian Chamber of Commerce and\nIndustry (KADIN).<\/p>",
