Jakarta - An academic in Public Administration from Universitas\nKrisnadwipayana (Unkris), Catarina Cori Pradnya Paramita, has stated\nthat regulations for electric vehicles are necessary to avoid a repeat\nof the recent train accident tragedy.<\/p>\n
According to her, the train accident in East Bekasi on Monday (27\/4)\nindicates a gap between policy (regulations) and field\nimplementation.<\/p>\n
\u201cAlthough regulations related to transportation and railways already\nexist, this is not the case for electric vehicles,\u201d said Catarina in a\nstatement received in Jakarta on Tuesday.<\/p>\n
She stated that more concrete and comprehensive regulations are\nneeded because without firm regulations on electric vehicles, it will\nalso reduce people\u2019s interest in buying them.<\/p>\n
In Singapore, since early 2026, doubts and practical criticisms from\nresidents and observers have emerged regarding electric vehicles (EVs),\none of the reasons being the sensitivity of electric vehicles.<\/p>\n
Therefore, she believes the Indonesian government must be more\ncautious and create regulations that can truly address issues,\nespecially in emergency conditions.<\/p>\n
In emergency management, she mentioned mitigation and preparedness,\nwhere in facing emergencies, recovery and rapid response are needed.<\/p>\n
Thus, Catarina recommends strengthening government coordination in\nline with the New Public Governance (NPG) concept as well as public\naccountability reforms that clarify the division of responsibilities\namong actors.<\/p>\n
She explained that there is currently a paradigm shift in public\nadministration from Old Public Administration (OPA) to New Public\nManagement (NPM) and NPG. The NPG concept emphasises efficiency,\nperformance, and output measurement or results-oriented in the public\nsector.<\/p>\n
Likewise, she continued, organisational capacity enhancement is\nneeded through the development of technology-based risk management\nsystems.<\/p>\n
\u201cThe need to apply new public service principles that prioritise\nsafety as a public right and build high-reliability systems so that a\ntransportation system resilient to errors is created,\u201d said the Dean of\nthe Faculty of Public Administration at Unkris.<\/p>\n
Thus, she described the Bekasi Timur train tragedy as more\nappropriately understood as a systemic error, not just an individual\nmistake. Because a good system must be able to anticipate human\nerrors.<\/p>\n
Therefore, she hopes for comprehensive improvements through\nstrengthened governance, accountability, and bureaucratic capacity, so\nthat the public feels safe and comfortable using transportation.<\/p>\n
The Bekasi Timur train accident tragedy began with an incident\ninvolving an electric taxi that stalled at the Level Crossing 85 (JPL\n85), near Bekasi Timur Station, which then caused the Commuter Line\nelectric train to collide with the taxi and trigger a subsequent\ncollision by the Argo Bromo Anggrek train.<\/p>\n
Previously, Polda Metro Jaya revealed the statement of the Green SM\ntaxi driver with initials RRP who survived the train accident incident\nat the Ampera level crossing in East Bekasi.<\/p>\n
Head of Public Relations of Polda Metro Jaya, Commissioner General of\nPolice Budi Hermanto, explained based on the person\u2019s statement that at\nthat time the vehicle stopped or died at the railway level crossing.<\/p>\n
\u201cWhen the driver wanted to get out and open the door, he couldn\u2019t.\nThe transmission shifted to park,\u201d he said when met in Jakarta on Friday\n(8\/5).<\/p>\n
Then, Budi explained that the driver tried to turn off the vehicle,\nopen it, and then was able to lower the car window.<\/p>\n
Thus, he continued, the driver was then able to exit safely from the\nvehicle assisted by nearby residents through the driver\u2019s side\nwindow.<\/p>\n
